Hauptaufgaben
As a professional engineer the incumbent is responsible for the preparation, planning, and review of projects and studies prepared by in-house personnel, Engineer (AE) firms, Corps of Engineers, and/or Bauamt in the field of electrical engineering. Incumbent is responsible for the application of a broad knowledge of diverse engineering concepts and procedures sufficient to review or carry out a wide range of studies and assignments.
Projects Design:
Provides professional engineering design support in the field of electrical engineering that include design projects for construction, extension, modification and rehabilitation of electrical systems for US Army facilities. These consist of power and light distribution systems, transformer stations, stationary and mobile generating plants power for heating plants, intricate security power supply requirements, remote sites, computer systems and automatic data processing systems. Gathers technical data, measurement and related project support information and coordinates the preparation of pre-design and design of projects including detailed specifications, layouts, single line sketches, cost estimates, list of material and labor and location of existing utility lines and plants. Analysis and designs are based on a thorough and diversified knowledge of engineering principles and practices and the scientific and economic aspects of this specialized field. Develops studies and alternate solutions to the problems, preliminary and final designs, technical specifications and cost estimates. Meets with project proponents to assure that their requirements are included in the project design. Analyze the various methods of solution from technical and economic standpoints and renders final decision on the most feasible solution. Evaluates manufacturers proposed products and devices and determines acceptability for use as standard throughout the command. Provides technical advice and recommendations as required during construction. Interprets design criteria and provides technical Inspection as needed by the Contracting Officer Representative (COR).
Project Management:
Investigates, analyzes and develops the technical requirements of project for design by external engineering firms. Performs site investigations, reviews and provides as-builds, and coordinates internally with subject matter experts to facilitate and direct project design. Assumes responsibility of the project from design through construction (cradle to grave concept). Incumbent serves as the main point of contact for the Garrison as well as a liaison for the different contracting agencies, i.e. USACE, TCC, AE Firms. Determines feasibility and applicability of concept studies or detailed design; considers related areas and branches of engineering and technological advances; discusses complex problems and independently makes all decisions as to the technical, economic and practical aspects of the project. Responsible for communicating design and construction status, delays, modifications, safety concerns, and any other issues that can have an impact on the project. Ensures project timelines, quality of work, and that project is within budget.
Project Review:
Technically reviews project plans and specifications prepared by external firms for maintenance and repair and new construction of electrical facilities and systems. Projects include work on various types of US Army facilities including complex designs for electrical supply to housing areas, maintenance facilities, heating plants, airfields, emergency power stations, computer systems, converters and intricate alarm and security systems. Reviews are made for projects from all US Army fund sources and acquisition strategies to include but not limited to MILCON, UMMCA, Bauamt, JOC, Design-Builds, AEs. Incumbent considers all engineering aspects involved to ensure technical and economic feasibility, and compliance through understanding of Unified Facilities Criteria's, Government regulations, scientific principles, knowledge of technical practices, and other applicable criteria. In addition to given data, gathers other supporting information during field surveys, investigations and contacts facility engineers, family housing managers, facility requirement programmers, requesting units, German government authorities etc. which may affect given technical requirements and the extent and character of proposed construction. Considers the comparative costs and technical characteristics of alternate material. Coordinates with reviewing engineers of other fields to integrate positions corrected or developed by them. The engineer has sole responsibility for functional and technical features of each project and has the final decision on all aspects. Technically approves plans and specifications.
4. Develops standard type specifications for recurring type work for submission to higher headquarters for consideration as USAREUR wide standards. Prepares also typical specifications for coordinates with all headquarters and technical agencies, civilian and military; makes necessary engineering Investigations and on-site visits to gather and confirm technical data. Disseminates final adopted specifications and serves as technical advisor for their application in the field of electrical engineering. Applies latest technology on automated systems to prepare layouts, sketches, specifications and documentation, reports pertaining to various aspects of the design.
Performs other duties as required.

E&T Levels I thru IV: not creditable for positions in this occupational series.
E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.
Office automation skills required.
Applicants must be in the possession of a valid driver's license class B.
LANGUAGE PROFICIENCY LEVEL / SPRACHKENNTNISSE:
German Language Proficiency Level C2 required.
English Language Proficiency Level C1 required.

Beschäftigungsbedingungen
This is a permanent full-time Position (38.5 hrs/week).
Designated duty station is at present Grafenwöhr. The future incumbent may be reassigned to another duty station within the same works council agency and commuting area (within the meaning of the legal ordinance on moving expense in its current version) of his/her present duty station.
The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany.
NOTE FOR EXTERNAL APPLICANTS:
Police Good Conduct Certificate (Polizeiliches Fuehrungszeugnis). On initial appointment, or re-appointment after a break in service, candidates who have been selected for a position must present a police good-conduct certificate prior to appointment to the position. The applicant must obtain the certificate from the local resident registration office. The cost for the certificate isn't reimbursable. Non-US citizen family members, except German citizens are exempt from this requirement.
ATTENTION: Upon appointment with the US Forces it is required to present two valid Picture IDs to get access to the Computer Systems. Recognized documents are only: „Personalausweis" (Personal ID), „Reisepass" (Personal Travel ID) and the EU Driver's License (plastic card format). We recommend to assure at the time of application that at least two of these documents are available or requested.
Foreign National Screening (Sicherheitsueberpruefung): In accordance with USAREUR Regulation 604-1, within 3 days after appointment, a background check will be initiated to determine suitability for continued employment with the U. S. Forces in Germany. If results are unacceptable, employment will be terminated during the probationary period, or any time thereafter if the background checks reveal that the employee constitutes a security risk.
