Hauptaufgaben Works under the general supervision of the Chief Support Operations, who provides broad outlines as to the objectives and the results desired. Supervisor makes general work assignments and explains changes in instructions on procedures. Regular work is performed in accordance with standard procedures, unusual problems or situations not covered by procedures are referred to the supervisor for guidance. Completed work is reviewed for adequacy and compliance with appropriate policies and procedures. Operates the STAMIS GCSS-A or equivalent system. Software suite is primarily used to automate and document processes used in organizational and field support maintenance level. Employee applies broad knowledge of logistics management (supply, maintenance, distribution, and transportation and facilities functions) in order to prepare reports and documentation related to management and operation of maintenance facility and asset control. Monitors system performance to identify messages, or indicators on system failures in programs or equipment. Reviews input data to ensure its contents meet the criteria established for proper processing. Determines appropriate operation mode, i.e. batch or real time processing, and monitors work request flow/status to ensure sustained efficient computer utilization. Determines requirements, reviews results and output data/reports in terms of achievements of quantity and quality of work products and efficient data processing. Performs all daily, weekly, monthly and annual reports required by GCSS-A User Manual and SOP for GCSS-A. Serves as point of contact for dispatches of organic MHE (Material Handling Equipment). Processes repair requests for Motor Pool operated forklifts, trailers, trucks and other equipment. Monitors operators and equipment utilization. Ensures all personal are fully licensed and have required physical examinations. Initiates action to replace MHE reported defective and details organic equipment for maintenance according to STAMIS (Standard Army Management Information Systems) or on request by respective Operators with applicable documentation. Performs checks for safety, damage, cleanliness and roadworthiness on assigned MHE and coordinates for maintenance and initiates required work orders. Coordinates the evacuation/pick-up to/from contracted maintenance facilities if applicable. Responsible for processing requisitions for ordering supplies, materials, spare parts, tools, office materials and services including specific research for unusual, hard to find and urgent items associated with multiple missions of the project and a complex range of military equipment and industrial equipment. Ensures requisitions contain proper justifications, authorizations and funding sources. Works with requestors to resolve problems and clarify questionable requests. Ensures mandatory government sources are used to obtain materials and services. Verifies and coordinates availability of funding, use of proper cost accounts and resource codes are used. Works with AO to resolve questionable accounts. Assists in developing and implementing local procedures for purchasing and material/service receipt. Purchases items under Micro-Purchase limits using ordering officer authority with government purchase card. Initiates purchase requests for submission to Contracting Division for supplies, materials, and services that exceed Micro-purchase limits. Maintains requisition tracking system to monitor status of all requisitions processed. Responsible for all phases of the procurement from limitation to purchase or recommendation of a wide variety of goods and services. Responsible for the data input, tracking and monitoring through various systems like GFEBS, AXOL, GSA and PIEE (Procurement Integrated Enterprise Environment). Reviews and analyzes requisition and acquisition documents for regulatory compliance. Coordinates with technical personnel for classification as necessary and maintains contacts with business representatives, cost and price analyzes, planning, accounting, and technical specialists. Determines the availability of sources and the appropriate method of acquisition agreement. Initiates and coordinates required procurement actions, to include determining the availability of desired services or materials, obtaining cost information, ensuring funding priority, availability, and directing issuance of mandate purchasing or procurement instruments. Receives and evaluates requests for equipment, supplies, and services. Determines proper kind, quality, and quantity cost effectiveness and life cycle of the stated requirements. Validates all sole source requirements through review and comparison of commercial manufacturer's technical data with Army Contracting Standard specifications. Monitors performance of vendors through contracts with suppliers and representatives of organizations making purchases and through review of report, integrated supply and inventory control management, and administrative support for other tasks. Resolves disputes over equipment and supply specifications, maintenance requirements, delivery dates, invoices, types and methods of shipments. Report durable and nonexpendable items to PBO and prepare all documents necessary for PBO to update customers hand receipts. Performs other duties as assigned.
