This position supports the District’s Safety & Occupational Health program. The primary purpose of this position is to support the Host Nation (HN) employee safety program as well as construction projects throughout Germany. Duties include: Serves as the Host Nation (HN) safety and occupational health program manager for the US Army Corps of Engineers Europe District (NAU). Responsible for planning, implementing, administering, inspecting, and evaluating HN safety and occupational health (SOH) programs for all NAU HN employees and facilities throughout Europe, Africa, and Asia in accordance with US and HN regulations. Provides Contracting Officers Representative with safety oversight for active construction project across Germany. Assists in the development of safety policies, procedures and guidelines IAW HN regulations, and provides technical safety and occupational health guidance on HN training, facility design, contractor monitoring, risk assessments and other HN safety issues to the Chief of Safety & Occupational Health, Commander, top-management, staff and operating officials. Oversees HN hazard abatement and trend analysis programs. Assists the Chief of Safety & Occupational Health with the implementation of the Corps of Engineers Safety and Occupational Health Management System (CE-SOHMS) for all HN employees. Advises and supports Commander and Supervisors across the NAU footprint on HN safety topics including Mishap Investigations, Hazard Analyses, Workplace Safety, HazCom, Radiation Safety, Chemical Agents, Explosives, Electrical Safety, Respiratory Protection, Emergency Planning, Fire Protection, etc Other Conditions and Requirements Must be certified as a safety professional in accordance with paragraph 7 of the Arbeitssicherheitsgesetz (AsiG). English and German language proficiency at level C1. Must possess and maintain a German driver’s license. Must be able to obtain and maintain a government driver’s license to operate non-tactical vehicle/transportation motor pool (NTV/TMP) vehicles such as a sedan or small passenger van. Must be able to perform business related travel up to 25% of the time. Must present a valid Police Good Conduct Certificate from the local resident registration office on initial appointment or reappointment after a break in service. Cost for the certificate is not reimbursable. Must be able to accomplish a Foreign National Suitability Screening with a favorable adjudication within 3 days after appointment to determine suitability for continued employment with the US Forces in Germany. If the results are unfavorable, employment will be terminated during the probationary period or any time thereafter if the background check reveals the employee constitutes a security risk. Incumbent may be reassigned to another duty station within the same Works Council Agency and commuting area (within the meaning of the legal ordinance on moving expense in its current version) of his/her present duty station.
