Hauptaufgaben Serves as Chief, Host Nation Integration Team, US Army Corps of Engineers Europe District. Servesas the District's principal diplomatic interface with senior German Federal Ministry officials andothers of like stature. Provides critical guidance and support to all other District Chiefs across theentire District functions as it relates to engineering, planning, permitting, construction and overallcoordination with host nation leaders and officials. Works under the supervision of the Chief,Programs and Project Management Division (PPMD)/Deputy District Engineer. Incumbent willrecruit, hire and assemble a Team of Engineers, Analysts and Language experts who will serve asintegrators with Host Nation Agencies and Officials to assist in management and delivery of criticalengineering and construction programs. Successful performance requires a very broad technicalbackground in engineering and science disciplines including experience in other functional areassuch as financial management, budgeting, forecasting, marketing, product review, design andconstruction. Responsible for developing guidance on the execution of complex planning, engineeringand construction projects as related to Host Nation compliance and integrating such guidance intoDistrict policies in order to ensure proper project delivery. Provides critical guidance and support toall other District Chiefs across the entire District functions as it relates to engineering, planning,permitting, construction and overall coordination with host nation leaders and officials. Providesoversight, guidance and operational instructions to the Host Nation Integration Team. Theincumbent is responsible for developing guidance on the execution of complex planning,engineering and construction projects as related to Host Nation compliance and integrating suchguidance into District policies in order to ensure proper project delivery. In addition to these duties,the incumbent is responsible for development of expertise needed to properly coordinate with hostnation partners outside of Germany to include legacy partner countries such as Italy, Belgium,Romania, Norway, Poland, Luxembourg, the Netherlands and others. This function will requiredeveloping a vision, staffing plan and significant investment in energy to establish operationallybeneficial relationships. Plans and executes annual partnering conferences with host nation officials,serving to develop and maintain critical government to government relationships as well as providea venue for collective problem solving. Utilizing professional engineering skills and knowledge, serves as a key advisor to and exofficio member of the District Corporate Board made up of senior management (GS15 level) toreview programs, resources, trends and projections. Maintains overall knowledge of the progress ofprograms, coordinating with Division-wide Functional Boards and providing assistance or guidancefor delivery improvements. The varied workload requires technical competence in all program areasand knowledge about the political implications at the local, national and international levels. Makesrecommendations as necessary to assure sound economic engineering and architectural designs, toassure meeting mission requirements to assure conformance with directives and regulationsgoverning engineering and construction within host nations. Serves as a board member of the District Acquisition Strategy Board (DASB) and RegionalAcquisition Strategy Boards (RASB) to ensure Host Nation execution opportunities and constraintsare considered in establishment of acquisition strategy throughout the European Theatre. Theincumbent provides advisory and policy support to senior leadership on Host Nation acquisitionissues requiring resolution at NAD or HQUSACE level. The issues are generally complex, technical innature and the incumbent offers recommendations and solutions by which procurement decisionsare coordinated and integrated across the portfolio. Serves as a senior consultant and advisor to theNAU military construction (MILCON) program. Maintains contact with senior leadership at NAU andother organizations and agencies outside the district such as NAD, HQUSACE, DoD, senior officialswithin the Department of Army, State Department, NATO, Host Nation Government officials,Congressional Staff, etc. to ensure Host Nation nuances surrounding program delivery arecommunicated appropriately. The incumbent arranges for and participates in conferences withrepresentatives of these groups, congressional interest groups, contractors, and others as requiredby NAU Senior Leadership. Supervises, plans, directs, and reviews the work of a multi-disciplined professional andtechnical staff. Plans work to be accomplished by subordinates, set and adjust short-term priorities,and prepare schedules for completion of work. Assigns work to subordinates based on priorities,selective consideration of the difficulty and requirements of assignments, and the capabilities ofemployees. Evaluate work performance of subordinates. Gives advice, counsel, or instruction toemployees on both work and administrative matters. Interviews candidates for positions;recommend appointment, promotion, or reassignment to such positions. Hears and resolvescomplaints from employees, referring group grievances and more serious unresolved complaints toa higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings andreprimands, recommending other action in more serious cases. Identifies developmental andtraining needs of employees, providing or arranging for needed development and training. Findsways to improve production or increase the quality of the work directed. Develops performancestandards. Directs, coordinates, or oversees work through subordinate trades-craft supervisors.Assures reasonable equity (among units, groups, teams, projects, etc.) of performance standardsand rating techniques assuring comparable equity in the assessment by subordinates of theadequacy of completed work. Makes decisions on work problems presented by subordinatesupervisors. Makes or approves selections for subordinate supervisory positions responsible for coordinating the work of others. Approves expenses comparable to within-grade increases,overtime, and employee travel. Recommends awards or bonuses for nonsupervisory personnel andchanges in position classification, subject to approval by higher level officials, supervisors, orothers. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers toproduction, promote team building, or improve business practices. Keeps employees informed ofmanagement policies, goals and objectives. Responsible for developing and executing the ABG75 training program for all Districtemployees as well as external US and international partners to include senior civilians and seniormilitary offices. The ABG75 program, also known as Auftragsbauten Grundsatze 1975, is anagreement between the U.S. and German governments. It defines the process for accomplishingconstruction works in Germany, covering areas such as logistics, information technology, andgarrison support. Performs other duties as assigned. E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany.
