Responsibilities Duties described below reflect the full performance level GS-06. Duties assigned to an entry grade of GS-05 will be developmental in nature. Provides customer service and responds to customer inquiries for all contractor and vendor invoice payment issues including late payment, underpayment or over-payment of invoices. Uses automated pay systems to research, analyze and resolve customer service issues. Identifies accounts receivables, erroneously taken discounts or failure to take discounts, improperly paid interest, input errors, refunds, duplicate payments or other problem situations. Receives, researches, analyzes, and answers telephone and written inquiries concerning functions related to contractor and vendor pay. Discusses problems and questions related to contractor and vendor pay and provides immediate answers to inquiries. Explains and/or assists inquirers in the preparation of various forms and documents. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. For the GS-05: Specialized experience is defined as experience processing of financial transactions using standardized procedures to include reviewing documents for accuracy and inputting financial accounting information into an automated system and correcting invalid/incorrect transactions. For the GS-06: Specialized experience is defined as experience applying regulations, policies and procedures governing pay, billing and other types of financial transactions sufficient to convey information to customers and other interested parties, researching customer accounts and financial regulations, policies and procedures to identify discrepancies and suggest solutions, explaining pay, billing and other types of financial procedures, interpreting technical materials, conveying options and resolving problems within automated financial systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-5, applicants must have served in a GS-03 position or higher on a permanent competitive appointment. Applicants eligible for appointment under the DoD Office of Personnel Management NonAppropriated Fund (NAF) Interchange Agreement will be required to provide documentation that they are currently serving under a NAF appointment or have been involuntarily separated without personal cause. Current permanent DFAS employees residing in the United States, its Territories or Possessions, who are selected through a formal competitive recruitment process for a lower grade position overseas may be afforded pay retention if their pay would otherwise be reduced. Pay retention may be granted to employees already in the overseas area if the recruitment efforts had been extended outside the overseas command involved and the individual selected will have to PCS. Locality rates of pay will not be used for pay setting. Tour of Duty will be for 3 years with possible extension of 2 years (for a total of 5 years). The DOD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements that otherwise cannot be met. Case by case extensions beyond the 5-year limit may be granted in extremely rare situations. Execution of DD-1617, Transportation Agreement-Overseas Employee is required. Military Spouse Preference candidates selected will be placed on an overseas Excepted Indefinite appointment and will not be required to sign the DD-1617. Education GS-05 Substitution of Education for Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements when the education is directly related to the position being filled.
