WHO MAY APPLY:

Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

and

EXTERNAL Local National Applicants who reside in Germany.


Hauptaufgaben

Manages the US Forces Form 302 program, consisting of 500+ Customs Clearance Officers command-wide. Interprets, implements, and reviews various Dept. of Defense (DoD) regulator guidance in accordance with customs regulations (e.g., the Supplementary Agreement to the North Atlantic Treaty Organization (NATO) Status of Forces Agreement (SOFA)). Maintains a good relationship with respective host nation (HN) countries and ministries. Negotiates directly with HN customs offices and resolves issues, providing guidance on clearing US military cargo within the command's area of responsibility (AOR). Furnishes official interpretations on customs-related matters and the applicability of established policy, tenders, procedures, etc. to staff and command elements. Resolves disputes between US government units/agencies and the HN customs offices. Represents the command in interagency HN working groups, committees, etc. to discuss customs issues and ensure the smooth flow of US military cargo. Work requires a thorough understanding of the NATO SOFA and its Supplemental Agreement, as it applies to the goals, objectives, and issues related to the assigned transportation program area and the serviced organizations' structures, missions, functions, policy, procedures, operating practices, and related carrier services. Reviews, plans, analyzes, and evaluates program effectiveness. Resolves complex problems, plans and develops traffic management policy and guidelines, and effectively addresses unusual situations and difficult issues that may substantively affect theater transportation operations in regards to customs and US Forces cargo movements.

The incumbent serves as the authority on matters pertaining to conventions and tenders negotiated in their particular specialty. Answers verbal and written inquiries. Develops modifications to the Joint Transportation and Traffic Management Regulation (i.e., European Command Manual (ECM) 4504.01, Enclosure I and Defense Transportation Regulation, Part V, Chapter 510) in connection with transportation applicable directives.

Negotiates directly with representatives of the Federal Ministry of Finance in connection with the administration or modification of customs clearance procedures required by German law or stipulated in the Supplementary Agreement to the NATO SOFA. Represents the command HQ in joint military, HN, and international coordination groups concerning matters of military owned cargo, specifically to customs clearance in the command's AOR.

Performs other duties as assigned.

C-6a:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.

The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

C-7:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below.
E&T Level III: 4 years of creditable experience as defined in B below.
E&T Level IV: 3 years of creditable experience as defined in B below.
E&T Level V: 2 years of creditable experience as defined in B below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.

LANGUAGE PROFICIENCY LEVEL:
•German level C2 according to the Common European Framework of Reference for Languages required.
•English level C2 required according to the Common European Framework of Reference for Languages.

Beschäftigungsbedingungen

•Position may be filled at the C-6A, C-07 or at the full performance level, C-7A. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
•Temporary duty travel (TDY) required.
