Full Time or Part Time: Full_Time

Description for Candidates:

1. Perform full range of supervisory duties to include counseling, evaluateing hiring, and training employees. Effectively manage assigned projects to ensure timely and accurate completion. Review plans prepared by staff and others to ensure correctness. Supervise professional engineering and technical staff in the performance of engineering duties. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Project management position responsible for overall project management to include planning, organizing, monitoring and directing work activities and resources necessary to complete assigned projects. Manage projects to be consistent with established processes, schedules, budgets, design criteria, standards and specifications. Ensure projects are on-time and on-budget. Supervise staff in achieving project management goals and objectives.

How you will contribute:
2. Analysis and Technical Reporting: Analyze and interpret technical engineering information and data. Prepare reports and recommendations related to findings.
3. Assemble Project Teams: Consisting of preliminary engineering and construction staff, consultant professional services, programming and funding staff, government officials, FHWA representatives, project stakeholders, and other interested parties. Oversee performance of project team, ensure project goals and objectives are achieved. Provide leadership for assigned project by building team cohesiveness and fostering support for the timely completion of the project, ensuring roles and responsibilities result in the most effective use of project team members.
4. Budget Management: Apply project management philosophy to meet programmed budgetary objectives for assigned projects. Maintain accurate and current estimates for the establishing project budgets. Monitor project budgets and maintain budgets utilizing project management applications to ensure projects meet budgetary objectives. Modify approved project budget, obtain appropriate approvals and document changes.
5. Communications Management: Manage communication and coordination between project team members and stakeholders. Report overall project progress to the project sponsors and the District's senior management and other key project stakeholders. Advise project sponsors on significant issues that affect programmed scheduled milestones, budgetary objectives, and major impacts on project team performance. Schedule and coordinate project team meetings and milestone reviews ensuring coordination for project activities. Respond to project inquiries from the public, legislature, governmental agencies, planning agencies, media, citizens groups, stakeholders, and a variety of special interest groups.
6. Communications: Communicate effecitvely with internal and external customers including VDOT staff, local governemnts, elected officials, and FHWA. Prepare correspondence, technical documents, reports, presentations, and demonstrations. Respond to requests for information and resources from internal and external customers.
7. Engineering Compliance: Ensure all engineering projects are completed in compliance with VDOT, state and federal policies, procedures, guidlines, laws and regulations.
8. Project Management: Apply project management philosophy to meet programmed schedule objectives for assigned projects. Develop project work plans and schedules using Work Breakdown Structures with project team input. Ensure scheduled project key events and activities are completed on time as programmed. Maintain up to date project schedules in appropriate VDOT tracking systems. Evaluate schedule delays or problems, recommends and implements solutions.
9. Project Management: Provide direction and coordination for all project activities, integrating team member deliverables and budgets. Establish schedules and budgets so that complex projects utilize VDOT's standards, policies and procedures. Assist in directing daily project activities. Develop, manage and monitor scope, schedule and estimate for assigned projects to deliver projects on time and within budget. Coordinate with other VDOT sections to ensure all segments of the project are kept on schedule.
10. Resource Management: Oversee staff and assigned resources to meet programmed schedule and budgetary objectives on assigned projects. Ensure adequate staffing needs for projects. Confer with functional managers to determine availability of agency resources and requirements for consultant support. Working with functional managers, determines project team composition.
11. Roadway Design: Develop roadway designs for a wide range of complex transportation projects. Provide support to localities and in-house staff for construction cost estimates in software programs and manage RAAP, HSIP, SAAP and No Plan Projects designed by consultants or other VDOT districts.
12. Scope Management: Manager overall project scopes in order to meet programmed schedule and budgetary objectives. Through assigned team members, develop project scopes and definitions to include establishing a baseline for project schedule and budget. Modify approved project scope, schedule or budget, obtain appropriate approvals and document any changes.
13. Special Projects: Perform special projects and assignements related to engineering program when assigned.
14. Team Leadership: Supervise a team of engineers and technicians in performing duties and assignments for related program area. Monitor and evaluate work activites and provide guidance and direction. Promote training and professional development opportunities.
15. VDOT Representation: Represent the agency and program area internally, with citizens, elected officials, local governments and the business community. Be actively involved in group assignments for the planning and implementation of initiatives and issues.

28. Knowledge of Civil Engineering principles as they relate to roadway design and Standard Design technical knowledge.
29. Knowledge of engineering principles as they relate to transportation engineering.
30. Knowledge of highway construction methods and materials and VDOT specifications and standards.
31. Knowledge of local, state, and federal rules, regulations, policies and procedures governing transportation engineering and safety.
32. Knowledge of project management procedures and principles.
33. Knowledge of roadway design criteria, construction methods, standards, specifications and materials to include VDOT Road and Bridge Specifications and Standards.
34. Knowledge of strategic, operational, and financial management principles, practices and techniques.
35. Knowledge of the principles and practices of transportation project management and transportation project engineering.
36. Knowledge of transportation project development process, project integration on complex projects, and associated regulatory, financial and legal constraints.
37. Skill and ability to positively interact with employees, citizens and government officials.
38. Skill in building networks and relationships with stakeholders internal and external to VDOT.
39. Skill in contract management, change management, and team leadership.
40. Skill in critical thinking and decision making during emergency and real time sensitive situations.
41. Skill in the use of computers and software applications to include engineering software.

Minimum Qualifications:
42. Ability to plan, coordinate and manage multiple projects and contracts.
43. Ability to communicate effectively orally and in writing to include presentation skills.
44. Ability to investigate and resolve design issues.
45. Engineering experience related to transportation design, construction and the project development process.
46. Knowledge of roadway design criteria, construction methods, standards, specifications and materials to include VDOT Road and Bridge Specifications and Standards.
47. Knowledge of supervisory and human resources practices and principles including, hiring, discipline, performance management, and employee development.
48. Knowledge of the principles and practices of transportation project management and project engineering.
49. Skill in contract management and change management.
50. Skill in the use of computers and software applications.

Additional Considerations:
51. A combination of training, experience, or education in Civil Engineering or related field desired.
52. Ability to supervise staff to include planning of work and performance management.
53. Certification as Project Management Professional.
54. Experience in roadway project management and design.
55. Professional Engineering license or Engineer in training certification.
