Hauptaufgaben

Serves as Program Analyst in the BO&I Division, Business Management Branch for the Directorate of Public Works (DPW). Applies professional data analysis principles to Public Works (PW) management and work flow processes, engineering management systems, and the resource programming and allocation process. Applies analytical techniques in the development and validation of Public Works resource requirements, to include manpower and contract program requirements. Investigates and applies work management efficiencies while exercising staff oversight over productivity improvement initiatives for all Engineer BOS and SRM services across all aspects of DPW Work/Resource Management.
Plans, prepares, executes and monitors the business management policies and procedures of DPW. Responsible for a wide range of projects, and conducts briefings to both civilian and military senior, level leaders. Frames problems, conducts research, develops proposals and makes recommendations. Prepares various reports, briefings, fact sheets, issue papers, executive summaries, congressional inquiries responses, and proposed Program Budget Decision papers. Provides staff assistance on all management improvement matters. Participates in the overall management analysis function through participation in conferences, review of reports, discussion with operating officials, etc. Conducts and partakes in studies, surveys, and analyses of DPW operating resources. Conducts research, studies and analysis, such as economic analysis of projected changes to training, cost effectiveness, and organizational effectiveness. Documents study results in program report and justification briefings. Monitors programs to ensure they are aligned and supportive of the commands mission. Provides directional guidance and advice to technical and administrative staff and directs internal policy, procedural and operational changes to increase program effectiveness and mission accomplishment. Evaluates goals and objectives suitable with the Command vision. Conducts independent analysis of contingency operations requirements, evaluates capabilities to meet these requirements and recommends alternative courses of action to resolve deficiencies. Evaluates institutional assessment information to inform strategic thinking, gain insight into broad challenges, and formulate command policy. Conducts in-progress reviews and evaluates plans/programs execution for compliance with established goals and objectives and identifies shortfalls/ improvements, and recommends modifications to plans as necessary. Analyzes current and projected, long-term programs requirements to include funding, manpower, facilities, and equipment. Reviews and evaluates operating and organizational proposals, situations, and problems and makes recommendations to approve, disapprove, or take an alternative course of action. Develops regulatory guidance, operating advice, and recommendations in unison with management's needs, the operating requirements, and the most effective, efficient, and cost-effective manner to accomplish the mission. Evaluates organizational plans and programs to demonstrate how they support Garrison efforts and priorities.
Functions as analyst responsible for optimizing the provision of public works services through use of standard industrial business practices, cost reduction/efficiency improvement programs, production output projections, staffing levels and directorate operating budgets. Develops and implements new and advanced business operations techniques and methods to optimize the achievement of goals while simultaneously balancing the application of resources. Responsible for the financial wellbeing of DPW and a majority of fiscal and budget responsibilities include reimbursable customer funding. Responsible for the development, implementation and maintenance of reimbursable cost data utilized in charging tenants. Responsible for the development, implementation and maintenance of the DPW Annual Work Plan. Responsible for all coordination and collection of data between other DPW divisions in order to develop the Annual Work Plan. The Program Analyst is responsible for the planning, prioritization, and execution of funds; coordinating and entering all requirements for the Installation Status Report (ISR). Provides monthly status of funds for the financial activities of Public Works. As principal facilities resource planner, prepares and consolidates comprehensive business plans for repairs and replacement of facilities and utilities systems. Provides C/BO&I, DPW, Garrison Commander, tenant activities, line managers and others, with advice and comprehensive recommendations based on sound business management practices that will enable them to achieve and maintain effective management of organizational goals; objectives, schedules, areas and initiates or directs corrective action by ensuring proper application of accepted business management principles. Based on economic analyses and other considerations, recommends what work should be contracted out or performed in-house. Oversees on-going customer relations program to inform customers of DPW services and procedures. Exercises fiscal and logistical control over the DPW programs and keeps the DPW Director informed on matters of particular importance, especially those that apply to the administrative, management and operational requirements of the program. Provides expertise in those areas that are essential to the overall accomplishment of the mission. Integrates information with other Garrisons, and IMCOM offices to gain a broad understanding of the strategic environment of operating in a Garrison. Provides meaningful goals and objectives and develops metrics to gain relevant information regarding command performance. Coordinates with the IMCOM on major programming. Routinely connects with the IMCOM office to exchange information regarding relevant congressional actions and new policies from higher headquarters; analyzes and packages that information to communicate its influence to the command group. Anticipates and provides solution to major problems through working directly with the heads of DPW departments and Garrison directorates.
Serves as an advisor on all matters pertaining to Business Management, Management and Engineering Systems, Fiscal Management, Administrative matters, and supply and storage management. Provides a variety of administrative programs and services pertaining to manpower and personnel management, forms and records management, employee training requirements, administrative methods and procedures and similar activities. Plans, programs, budgets and coordinates the preparation, analysis, review and completion of the DPW resources and operating programs to include the Installation Command Operating Budget (COB), Budget Execution Review (BER), Mid-Year Review and the Program Analysis Resource Review. Compiles narrative and statistical information, charts and graphs, directs the preparation of exhibits and related background material concerning the DPW budget. Provides program analyst services to include management review and improvement programs, technical assistance for increasing the productivity of the DPW workforce, preparation of the Resource Management Plan, cost/economic analyses and operation of DPW activities. Advises the DPW Director on matters relative to Fiscal Management, including planning, programming, budgeting, review, and analysis; work project programming, and control. Makes recommendations on the progress of programs to improve productivity of the workforce. Analyzes programs and projects to evaluate effectiveness, to identify critical areas and anticipated impact of changes in requirements and resources and to determine course of action. Devises and institutes innovative techniques of management in order to cope with ever increasing demands for quantity, quality, and complexity of services in the face of diminishing resources. Directs Management Improvements and Productivity programs to include: Management Advisory Studies, Commercial Activities Program Review and Analysis, Capital Investments, Internal Control Systems, Project SPIRIT, Model Installation Program, the Army Suggestion Program, Incentive Awards Program, Upward Mobility Program, Security Program, Union Management Relations Program, Travel and Training Program, Army Audit Agency (AAA) Inspections, Inspector General Inspections, Government Accounting Office (GAO) Inspections, and Position and Pay Management. Programs civilian requirements, authorizations, and end strengths IAW the Budget and Manpower Guidance. Plans for distribution of authorizations, ensuring organizational structures and personnel staffing are in conformance with the Most Efficient Organization (MEO). Analyzes manpower problems including making recommending. Coordinates with the Human Resource offices in monitoring personnel utilization, recruitments, temporary hire, and end strength utilization. Ensures coordination is exercised to ensure the total resource management function of the DPW is accomplished and that all manpower and budget actions are compatible with DPW needs. Performs budget cost accounting, fund control and statistical services for the DPW. Oversees engineering unique program and fiscal cost accounting analysis and preparation of varied engineering statistical reports and studies. Prepares the Director's Annual Work Plans to include the financed and unconstrained programs for Real Property Maintenance Activity (RPMA) projects and Base Operations Support (BASOPS) large maintenance requirements. Serves as resource management analyst to the DPW. Performs long and short range planning in conjunction with prospective changes in the missions, policy or programs of DPW, USAG Bavaria, IMCOM, and ACSIM. Determines fiscal, manpower, organizational and equipment resource requirements and needs. Determines the impact of fiscal, manpower, organizational and equipment shortfalls upon DPW mission, and takes appropriate action to resolve. Forecasts funding requirements analyzing competing proposals and takes appropriate action to accomplish missions. Interface with Garrison Commander, Resource Management Office, USMA, Directorate of Logistics, IMCOM HQ, and ASCIM program directors for execution of DPW-wide programs. Interfaces directly with senior decision-makers in providing advice and guidance on DPW acquisition mission at all senior and working program resource advisory councils. Develops and provides authoritative recommendations for real property maintenance plans, priorities, and schedules. Presents plans, in conjunction with DPW planning staff and ensures they are appropriately considered in overall installation and mission commander's plans and programs. Maintains close and continuous contacts with, DPW Division Chiefs, Garrison Commander, IMCOM HQ, ACSIM and tenant organizations, to exchange information on operational requirements, problems, and accomplishments; and obtain the nature and quality of support necessary to insure effective operations. Directs allocation of directorate resources. Prepares the DPW portion of Inter/Intra Agency Service Support Agreements (ISSA). Performs planning, integration and execution of major reimbursable work in the DPW program. Participates in planning and directing all the program functions essential to the accomplishment of DPW's mission. Plans, and coordinates the organization and performance of the Division's functions. Develops the overall and long-range planning of programs by coordinating and phasing each activity and its function in accordance with the needs and requirements of the installation. Assures that adjacent DPW program activities, such as: Automation, Budget, RPMA Supplies, and Housing are carried out effectively and in compliance with subject program requirements.
Performs other duties as assigned.

E&T Level III B and C: 5 years of job related experience as defined below.

E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 4 years of job related experience as defined below.

E&T Level IV D: 4 years of job related experience as defined below.

E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 3 years of job related experience as defined below.

Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.

Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.

LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency Level C1 AND German Language Proficiency Level C1 required.
