This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Assists the Project Manager in planning, developing, coordinating and implementing processes and procedures related to management systems for projects managed within the Directorate. Perform duties in support of project management, control, funding, coordination and execution of assigned projects. Projects vary in type and involve Operation & Maintenance type projects throughout the project life cycle. The degree of oversight by the Project Manager will depend on the complexity of the project. Coordinates with project delivery team members and assist in integrating information from all technical and support functions. Applies knowledge of the project management business process, management concepts, scheduling principles, project initiation and processing methods in the performance of assigned duties. Provides support and assistance to Project Managers (PMs) who manage projects from inception through construction completion, loading, project status reporting, and other reporting as requested. Analyzes program data, interprets and provides information and reports for data regarding DPW activities, contracted or executed using in-house resources, requiring coordination with all DPW Divisions. Performs analysis of information contained in the database management system (GFEBS) maintained by the DPW. The program coordination between subordinate sites and the main Garrison is an on-going requirement. Results and findings are forwarded to IMCOM HQ for further processing. Identifies projects, negotiates the permission to proceed with the use of direct procedure, and the real estate approval which constitutes permission to construct. Manages these projects from initial identification through design and construction, to the final inspection and acceptance of the completed facility. Attends and participates in all planning boards, design meetings, and various other meetings necessary to support US Forces position with the local officials concerned. In accordance with established procedures and SOPs, prepares and maintains the Project Status List (PSL) for all DPW projects. The PSL shows the type of project, funding source, funding programs projected, accomplishment dates, project status, (i.e. design, construction) priority category, etc. The PSL and associated data provides DPW and Garrison management with valuable data on the current documentary status of each project, to include approval documents (DA 4283s, DD 1391), current working estimates, Government Fair Cost Estimates, the design cycle, procurement and contracting documentation, funding documentation, funding sources from special programs. The PSL will be used together with the 5-year plans of reimbursable customers to help prepare their submittals to higher Headquarters. Represents O & M at Work Review Board (WIB). Supervises the preparation of project documents to ensure that they are complete and properly prepared. Independently monitors the control of projects from formal and administrative approval until completion, considering all changes, alterations, cancellations or additional requirements. Prepares feeder reports on projects and status of division program. Prepares reports and compiles detailed information on current working estimates of projects. Coordinates with other personnel to obtain supporting data and information having influence on project cost estimates. Supports Project Engineers in maintaining project funding compliance with fiscal laws and regulations regarding expenditure of funds within Engineer Resource Management Division and Finance. Database Maintenance Work: Database work involves the responsibility for posting of ledger information for project co-ordination and control (GEFBS documentation). These ledger accounts require detailed knowledge of internal procedures from project inception through completion. Numerous extracts of this data are compiled (with minimal guidance and maximum independent effort) and supplied to community leaders and program managers. Preventive Maintenance: Assists the preventive maintenance manager in oversight, control, planning, and issues with preventive maintenance plans. Prepares reports (GFEBS/DART) and forwards findings to project manager. Maintains contact with section supervisors on issues that interfere with mission completion. Performs other duties as assigned.
