Sachbearb. (Oeffentlichkeitsarbeit) Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben Establishes, develops, and maintains a comprehensive network of key contacts and working relationships with representatives of the German government (federal, state, and local), law enforcement, civic organizations, and other agencies. Maintains comprehensive lists of and fosters positive relationships with host nation leaders and key influencers within the USAG Rheinland-Pfalz footprint, including the areas of Kaiserslautern, Sembach, Germersheim, Mannheim, Gruenstadt, and surrounding communities. Serves as the Garrison Commander's principal advisor on the host nation socio-political climate. Provides expert consultation to garrison leadership on German attitudes, perceptions, and customs to inform command decisions, prevent misunderstandings, and strengthen partnerships. Manages the flow of official communication and facilitates information exchange between the garrison and host nation entities, ensuring clarity, timeliness, and accuracy. Advises garrison leadership on important developments in community relations and recommends actions to enhance the U.S. Army's posture in the host nation. Prepares and provides detailed read-ahead materials, background papers, and cultural/political analysis for the garrison commander and other leaders in preparation for official meetings and engagements with host nation dignitaries. Serves as an interpreter during official and unofficial meetings and functions as required. Develops and maintains a comprehensive host nation media contact list. Prepares and disseminates press releases, media advisories, and other information products to host nation media outlets as needed. Contributes to the garrison's command information program by writing news articles and taking photographs of host nation events and engagements for publication on garrison platforms. Monitors host nation media for stories relevant to the U.S. military presence. Provides timely and accurate translations of significant media articles from German to English for distribution to garrison leadership, including summary and analysis of media tone and public sentiment. Serves as a Government Purchase Card (GPC) holder, responsible for the legal and appropriate use of the card for official purchases in support of the host nation relations program. Maintains all required documentation and conducts reconciliation in accordance with Army and DoD financial regulations. Manages the Commander's Official Representation Funds (ORF) program. Establishes ORF program goals, schedules events, and is responsible for the budget formulation and execution of ORF funds in support of host nation engagement activities, ensuring strict compliance with all regulatory guidance. E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below PLUS 1 year as defined in C below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions. Applicants must be in possession of a German driver's license class B. Office automation skills are required. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
