Sachbearb. (Betriebsorg./EDV-Anwender/in) (m/w/d) Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as SME program analyst responsible for providing financial management advice to Life Cycle Project Managers (LCPMs) and lower-graded program analysts regarding management of all fund types during design and construction program execution. The incumbent also serves as a senior program analyst providing an in-depth knowledge of Congressional laws, and the regulations and policies of major commands including USACE, governing and controlling the use of funds for design and construction. As a senior program analyst, the incumbent reviews and analyzes congressional authorizations/appropriations, as well as DOD military departments and USACE regulations and ensure that funds requests, and the use of these funds, are in compliance with governing regulations and procedures. Since each command prescribes the use of their funds in accordance with applicable laws, the employee must exercise extreme care to see that program funds are committed properly. Exercises financial management of operation & maintenance, design, and construction authorizations/appropriations and monitoring of program activities to fiscal completion of project. Monitors current working estimates and allocated funds, including reimbursable programs to insure that adequate funding and authority levels for program execution are available. Resolves funding deficiencies with users and reviews additional authorizations/appropriations to permit continuity of the projects. Insures that balances for in-house and contract funding are adequate but not excessive. Reviews financial status of all programs and makes comparative analyses. Presents conclusions and recommendations to the Chief. Analyzes current or proposed maintenance of programs and records in order to ensure that program and project files are sufficiently detailed to be successfully audited at any time; makes detailed analyses; and determines if changes or improvements should be made. Submits results of studies with recommendation to the supervisor Plans and administers a variety of management support functions, including reporting systems designed to facilitate work of program and project managers. As a Program Analyst, develop and maintain funding requirements in coordination with Life Cycle Project Management (LCPM) on one or more programs. The incumbent must be knowledgeable of reimbursable funding sources such as OMA, OPA, DERP, R&P, T&E, DBOF and other supplemental appropriations as well as MILCON and DoD appropriations. Using CEFMS, inputs and certifies commitments, obligations, government orders, and cost transfers. Work load can vary from around 150 projects to as many as 300, depending on the vitality of the program. Incumbent is responsible for analyzing and monitoring both individual projects and overall program in assigned areas with regard to statutory constraints and local forecasts. Is regularly called upon to prepare tabular and narrative analytical summaries using spreadsheets of the programs (segments) and assists in developing and maintaining funding requirements on programs (segments). Makes recommendations for adjustments of program funds. Performs other duties as assigned. E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 3 years of job related experience as defined below. E&T Level IV D: 3 years of job related experience as defined below. E&T Level IV B and C: are not creditable for positions in this occupational series. E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 2 years of job related experience as defined below. Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level. Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy. Training: Selectee must complete mandatory training, as directed. C-7A: E&T Levels I and II: not creditable for positions in this occupational series E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 5 years of job related experience as defined below.
