Responsibilities Keeping CMO management advised on all relevant issues and impact of Agency policy changes in the Contract Pricing field of the CMO. Interfaces directly with the contractor, customers, and Host Nations to ensure adequate and timely contract administration and contract price/cost analysis services are provided. Provides advice to the CMO Commander/Deputy/Group Chiefs on the relationship and impact of team problems to total group and CMO programs as required. Provides advice to the CMO Commander/Deputy/Group Chiefs/FLS/ACO on incorporation of Host Nation agreements, ensuring requirements and coordination are met. Reviews reports made by the Inspector General GAO and other agencies pertaining to CMO contract administration matters; coordinates or develops replies as necessary and assures that observed/cited deficiencies are corrected. Attends program meetings, Host Nation meetings, participates in work groups, conducts special investigations and convenes meetings for the resolution of technical problems. Provides input to and/or personally conducts status briefings to the Commander and higher headquarters outlining assigned programs, projects, problems/recommended resolution, etc. Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Contract Price/Cost Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Credible specialized experience includes: Experience utilizing Cost and Pricing policies, procedures, Forward Pricing Rates, and pricing reports for analysis of detailed Federal contract proposals. Evaluating contractor cost projections and related market trends. Assessing and ensuring contract compliance with contractual requirements. Providing contract pricing and negotiation advice/guidance, as well as experience reviewing the work of team members. Experience with providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment Education Substitution of education may not be used in lieu of specialized experience for this grade level. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
