Hauptaufgaben
Serves as an Administrative Support Specialist for the 598th Transportation Brigade on matters pertaining to workforce management activities and organization structures. Provides key assistance to the Brigade's managers and supervisors in facilitating the performance of their employment management and official structure responsibilities.
Analyzes and evaluates Brigade administrative missions and operations. Administers and evaluates internal management plans, SOPs, directives and practices which require consideration. Participates and provides input in the planning and management studies necessitated by program and organizational changes. Makes recommendations pertaining to operating practices. Investigates, researches, and gathers information on administrative policies, procedures and requirements of the Brigade. Performs work on the basis of knowledge and familiarity with the organization's missions, applicable policies, procedures and regulations and pertinent precedent cases, as well as practical knowledge of guidelines associated with the programs of the 598th Transportation Brigade Command HQs.
Provides recommendations on the most economical methods of achieving administrative goals and objectives. Evaluates the impact for new or revised policies and procedures on existing organization. Makes recommendations for courses of action, implementation or revisions required. Explains necessity for changes to administrative personnel, clarifies new procedures, and provides guidance in the application of new administrative guidelines. Recommends changes to the Director to be implemented by the subordinate units/offices. Uses knowledge of organizational and management theories to write reports and suggest to management alternative organization and reporting procedures. Actively participates in staff and/or management level meetings and discussions pertaining to the activities encompassed in the administrative and management functions of the Brigade.
Review taskers, reports and work measurement data within the Brigade to assist in adjusting workloads, reorganizing or changing work processes, functions and manpower. Examines directives and reports to detect and eliminate conflicts, overlap and duplication. Makes evaluative analysis of administrative aspects of new or established programs including work measurement and operations, workforce estimates, paperwork, procedures and resource estimates and utilization.
Develops instructions that assure responsible personnel are informed and/or trained on information concerning new and revised procedures concerning personnel evaluations, awards, rating schemes, etc. Furnishes guidance to employees on pay questions, leave, evaluations, and awards. Brings to attention and/or discusses with appropriate supervisor any infraction of rules, existing morale problems, grievances, or management infractions of employee rights. Provides advice, monitors, and processes civilian personnel evaluations. Inputs, manages, reviews, and monitors all electronic personnel actions. Utilizes appropriate personnel applications including DCPDS, AUTONOA, FASCLASS, etc. to input all staffing actions, Standard Form (SF) 52s, Request for Personnel Actions (RPAs), Position Description (PD) changes, and more. Track and maintains requirements, authorized and assigned workforce, and keeps management informed of workforce authorizations issues. Ensures proper coordination with Civilian Personnel Advisory Center (CPAC). Performs a wide range of support services to facilitate the efficient operation of the division.
Reviews various LN personnel policies and regulations. Researches material and prepares decision papers and command guidance for approval and dissemination in those areas which affect District personnel programs. Conducts various studies and prepares reports of findings and accommodations.
Advises and assists managers and staff in classifying and evaluating LN positions ensuring accuracy and consistency with established position management and classification principles, practices, policies, standards and regulations. Assists management in preparing accurate position descriptions, implementing new classification standards and explaining classification to employees. Assists managers with developing or revising position descriptions and forwards proposed position description to the CHRA-Europe LN Division for final classification, certification and implementation.
Advises and provides guidance on incentive, Performance, length of service, and the honorary awards program. Reviews and processes requests for LN Workforce financial reimbursements permitted by law and regulation such as travel expenses for employment interviews. Coordinates and monitors Brigade Military Personnel functions including evaluation reports, requisitions, assignments, deferments, promotions, retirements and separations.
Assists the Administrative Officer in administering the organizations recurring reports programs. Works with supervisor in reviewing actions, procedural and organizational changes involving MILPO, reporting and human resource allocations. Based on analysis of on-board strength, anticipated losses, workload fluctuations, revises and updates TDA reports. Manages the sections supply and equipment requisition action. Serves as the Agency's Records Coordinator for all records management functions including identification, maintenance, storage, retrieval, retirement, and destruction of information recorded in any medium. Reviews new and revised directives for records keeping requirements and updates agency guidance. Within funding constraints, establishes, maintains, and enforces an official paperless and hard copy file and records management program. Oversees disposition of permanent/long term, and short term records and transfer to records center or archives as appropriate. Publications management includes historical regulations and historical policy memoranda related to Agency's civilian and military personnel management.
Serves as the Brigade's point of contact for Defense Travel System (DTS). Provides technical leadership and advice to management in preparing detailed plans and/or schedules for Command-wide implementation of and continued usage of DTS. Provides individual and group DTS customer support and training in the Division and subordinate activity locations. Participates in meetings, conferences and teleconferences, keeping management abreast of changes and any issues that may require senior management intervention. Provides customer service and/or assistance to travelers' approving officials, certifying officers, and budget personnel. Monitors functional aspects of the Defense Travel System (DTS) to ensure continued successful operation.
Performs research, develops data, reports, and other miscellaneous material on a large variety of subjects relative to manpower management and various special projects. Performs organizational structure and workforce staffing/utilization actions and studies on procedural and relationship issues, to identify, coordinate, and develop improvements in efficiency. When conducting studies the incumbent factors in such information as mission, organizational structures, SDDC resources and manpower requirements and authorizations, operating procedures and positions structure. Coordinates on matters concerning the organization structure and utilization of manpower and resources. Determines need for and develops standard processes procedures in a variety of diverse administrative and programmatic functions and independently develops appropriate.
Performs other duties as assigned.

C-5A:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:

This is a permanent full-time position (38.5 hrs./week).
Position may be filled at the C-5A, 06 or at the full performance level, C-6A. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
