This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Inventory Management Specialist working independently or as a team member in the Army Medical Department (AMEDD) Theater Enterprise-Wide Logistics system (TEWLS), and functions as Materiel Managers (MM). The incumbent receives limited supervision from the Chief, Materiel Management Division, who provides general guidance on objectives, policies, and new or changed regulatory instructions. The incumbent exhibits a high level of technical expertise and must display determining all aspects of Inventory Management from forecasting demands, developing purchasing requirements, ordering from multiple vendors, processing life-threatening orders, and minimizing waste and excess in support of EUCOM, AFRICOM, CENTCOM, and Department of State customers. The MM must exercise sound judgment in making many crucial decisions in order to adapt or adjust program requirements in this fast-paced customer focused environment. The MM determines the best methodology to take and coordinates with management, multifunctional specialists within the organization, customers, and vendors to resolve problems, assist in expediting solutions, and implementation of recommendations. The MM keeps the Command informed of progress, anticipated/actual controversies, and high profile programs and requirements. Completed work, decisions, and recommendations are accepted as authoritative, but may be reviewed by the Chief, Materiel Management Division to determine the effectiveness and efficiency of USAMMCE's support of customer needs and desires. TEWLS is a complex, highly configurable, commercial-off-the-shelf automated information system that integrates and standardizes business processes across the entire Army Medical Logistics Command (AMLC), including financial management, medical assemblage management, inventory management, product lifecycle management, medical equipment maintenance, capital equipment acquisition, planning, programming and budgeting, strategic planning, sales and distribution, cataloging, purchasing, warehouse management, environmental health and safety, production planning, training management, customer relationships, and roles and authorizations. TEWLS is the automation platform that enables the U.S. Army to pursue its strategic medical logistics mission in order to provide medical materiel lifecycle management and worldwide logistics solutions to the war fighter across the full spectrum of health care missions. The MM directs the efficient and responsive operation of the Medical Materiel Division in support of all Class VIII supplies for all Army, Navy, Air Force, and State Department customers in EUCOM, AFRICOM, and CENTCOM including all deployed forces in remote and operational locations. Takes appropriate action to ensure emergency and critical supply requirements are met in the most expeditious manner possible. Anticipates, identifies, clarifies, and/or develops new concepts to accommodate special customer requests. The incumbent monitors stock levels for stock candidates, planned receipts and issues, and possible candidates for condition code changes based on best before date for Plant and Cross-Plant batch managed materiel (DA project codes). Initiates simulation runs to identify excess for selected materiel within an assigned materiel group. Responsible for controlling and overwriting system proposed materiel requirements based on other cross-functional receipts (e.g., turn-ins). Monitors and corrects failed Intermediate Documents (IDOCs) (e.g., quantity/materiel number differences). Responsible for identifying reportable excess and initiating required follow-up action within 30 days of initial report and disposal of unsold excess materiel after 90 days of initial report. Maintains accurate materiel stock status and additional storage locations movements (e.g., excess to normal or free issue). Manages and approves materiel turned-in to the organization and processing of materiel for destruction (condition code "H"), guaranteed program, and/or materiel sent to the Defense Logistics Agency (DLA) Disposition Services. Develops and presents options such as: a run out plan, disposal, re-marketing or a salvage plan. Actively, manages item inventories to prevent the delaying of medical treatment. Checks and validates all materiel requirement planning (MRP) relevant fields on the material master for stocked and non-stocked materiel and removes the blocking code, as appropriate. Updates selected MRP parameters in MRP1 through MRP4 views (e.g., MRP type, reorder point, quantity, safety stock, planned delivery time, run transaction to update reorder point for selected materiel, etc.). Incumbent enters New Item Requests (NIRs) manually and provides follow-up status in TEWLS. Incumbent advises the USAMMCE Customer Service Division on the status of customer sales orders and provides alternative materiel recommendations when necessary. Independently performs special studies and develops supply control studies relevant to supply transactions of systems under the control of position incumbent. Develops and prepares supply analysis for use by USAMMCE management on matters pertaining to critical items, new systems and problems, or other specified system areas. Gathers and compiles data collected from transaction history reports, supply control listings, and other system-generated reports. Analyzes data collected and makes recommendations in functional areas for improvement in specific problem areas. Possesses analytical abilities to make sound and valid conclusions based upon all studies, findings and data collected. Keeps the Customer Service Division informed on the status of all requested medical materiel from initial processing of the item until received by the warehouse. Purchasing through Prime Multiple Sources of Supply (Prime Vendor, SMS, Local Purchase, and Electronic Catalog (ECAT) ordering. Intensively engaged in the identification, sourcing, selection, standardization, and purchasing of equipment, pharmaceutical, medical/surgical, dental, veterinary, and special medical commodities in Europe. Coordinates with logisticians and health care professionals via fax, electronic mail, telephone or personal visits to ensure the exact item or acceptable generic equivalent is identified and obtained. Initiates procurement actions for all medical items maintained in the Distribution and Pricing Agreement Program on a daily basis with a dedicated commercial vendor (prime vendor). Determines items to be added to the Distribution and Pricing Agreement and provides required source data to the Defense Logistics Agency – Troop Support. Analyzes future requirements and provides usage data and substitution guidelines to the Prime Vendor. Ultimately responsible for managing the entire aspect of purchasing against DoD prime vendor and ECAT contracts. Processes item discrepancies within seven days to receive judication. Additionally responsible for ordering, through establish prime vendors, emergency life or death medical items for customers which could happen during or after duty hours. The incumbent may participate in or lead cross-functional meetings to resolve supply chain issues and drive process improvements in supply chain functional areas. The incumbent understands materiel requirements controlling, forecasting supply levels and applies these principles to order medical materiel to meet expected demand. The incumbent works collaboratively with all parties in the supply chain process to resolve issues regarding materiel flows, scheduling, supplier requirements, specifications, etc. Reassignment to different links in the supply chain process would typically be necessary to further develop an incumbent's operational knowledge and perspective.
