Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

Manages and accounts for all supplies, property and equipment assigned to the BMD and all 10 Customer Service Teams spread throughout Germany. Administers and maintains all property book records, hand receipts, nonexpendable requisitions, and all supporting files on nonexpendable equipment. Items accounted for of standard and nonstandard nature and encompass the whole inventory of equipment related to the operations requirements of the various units. Reviews Table of Distribution and Allowances (TDA) for equipment not included on the property plan. Coordinates with Management Analysts to make any necessary corrections to the TDA. Reviews all property book transactions and ensures that all documents are correct and in compliance with applicable supply regulations. Reviews inventory adjustment reports, report of survey, and reports of operations breakage and losses for format, completeness, validity and acceptability of supporting justification. Ensures data printouts received reflect accurate supply accounting data. Reviews incoming documents from account holders for consistency and accuracy with property book accounts and provides assistance in resolving discrepancies and managing their sub hand receipts. Prepares a variety of correspondence, recurring and nonrecurring reports related to Property Book and general supply activities for submission BMD and 405th Army Field Support Brigade – Europe and Africa. Performs asset visibility management functions for the BMD subordinate units with modified table of distribution and allowance (TDA) property. Responsible for a wide variety of functions related to broad functional areas such as property accountability, inventory management, catalog management, equipment management, financial management, and disposal management. Establishes supply policy through interpretation and implementation of directives from higher authority. Develops and coordinates a wide variety of supply, and equipment concepts/procedures for implementation. Develops equipment management program policy for life cycle management of all property under unit control. Establishes utilization criteria and standards to effectively determine current and future equipment requirements. Conducts research into complex problems, assimilates data, reaches conclusion, and implements improvements to mission program. Responsible for interpreting and administering accounting procedures for personal property and special purpose equipment assigned. Applies public laws, regulations and other directives affecting property administration and accountability. Participates in the establishing and insuring subordinate unit compliance with the brigade's command supply discipline program (CSDP). Conducts staff assistance visits (SAV) to subordinate units to provide guidance and training in all areas of supply and property management. Conducts analysis to determine root cause of critical failures and recommends corrective actions to mitigate future occurrences. Advises supervisor of any irregularities or apparent misuse of property, and required or recommended course of action. Processes subordinate unit's request for disposition of excess property and coordinates with ASC G4 Equipping Division for final disposition. Tracks disposition instructions to insure the BMD meets timelines established for lateral transfers or turn-in of equipment. Monitors and evaluates unit status reports (USR) to ensure accurate equipment on-hand data is used; determines if discrepancies exist and directs units to make corrections as necessary. Researches supply support problems and issues and recommends procedures and methods for improving or correcting the situation. Receives and provides guidance in interpretation of regulations, policies and directives. Uses automated management applications to provide real-time asset visibility. Performs technical supply support work utilizing a working knowledge of applicable Army supply regulations, policies and procedures with experience in researching and cataloging technical equipment. Reviews all requirements from units and directs requisitions/procurement, receipt, storage and procedures and interprets supply publications, directives and guides. Advises supervisor of changes and latest procedural information and also briefs on action taken. Serves as the liaison to interface with the installation coordinator to include directorate of public works to coordinate the requirements for building, grounds and utility maintenance at all Garrisons within Germany.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience B: Experience in the same or similar line of work as the job for which considered. • Applicants must be in possession of a German driver's license class B.
• German driver's license class C1 and forklift operator license desired.
• Office automation skills are required.
• GCSS-A (Global Combat Support System - Army) skills desired.


LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level C1 AND German Language Proficiency level C1 required.

Beschäftigungsbedingungen

• This is a permanent full-time position (38.5 hrs/week).
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
