Job Title: Assessment and Analysis Specialist Job Category: Project and Program Management Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular-Long Term Assignment Percentage of Travel Required: Up to 25% Type of Travel: Outside Continental US * * * The Opportunity: As an Assessment and Analysis Specialist, you will support US Africa Command (USAFRICOM) J5 Strategy, Engagement, and Programs Directorate in the conduct of analysis, assessments, and monitoring activities related to USAFRICOM Country Plans, corresponding Country Level Objectives and related operations, activities, and investments. In this position, you may support the analysis and assessment of a range of military plans including, but not limited to, global and theater campaign planning, U.S.- only planning, bilateral planning, multi-lateral planning, country planning, security cooperation programs, and special program planning. Responsibilities: Conduct analysis, assessments, and monitoring related to AFRICOM Country Cooperation Plans to support the AFRICOM J5 Directorate decision space and information requirements. Contribute to USAFRICOM exercise planning, Joint Effects Working Group and Board, J8 theater strategic efforts including regional assessments, campaign assessments, and the AFRICOM annual joint assessment. Support analysis and assessment requirements across lines of effort such as operations, security cooperation, engagements, and exercises, which may be unilateral, bi-lateral, or multi-lateral. Collaborate and work with military and civilian colleagues in the development of theories of change, measurement indicators, and/or monitoring plans. Collaborate with USAFRICOM staff, OSD/Joint Staff, Allies and Partners, and other key interagency stakeholders, as directed. Apply USAFRICOM issued assessment, analysis, and monitoring guidance, templates, and frameworks. Support the identification of needs and/or gaps in partner nation institutional capacity. Incorporate relevant data-centric methodologies into assessments and analysis. Support Joint Planning Groups, Operational Planning Teams, and/or other events as directed. Primary work location is USAFRICOM HQ, Stuttgart, Germany. Work will be both Unclassified and Classified. Travel to Africa in the performance of duties and requirements. Travel approximately 30-45 days per year. Trip duration is generally 5-7 days in duration although it could be longer depending on specific work requirements Qualifications: Active Secret Clearance and ability to obtain TS/SCI (U.S. Citizens only) Bachelor's degree in relevant discipline. Minimum of 3 yearsu2019 Analysis and Assessment experience supporting a Combatant Command, Component, or other similar DoD organization Prior experience working directly with foreign partners. Proficiency with Microsoft Applications such as Excel, Visio, and PowerPoint Desired: Masteru2019s degree or higher in relevant discipline Active Top Secret with SCI clearance (TS/SCI). Experience working with USG interagency departments and agencies. Experience working with and presenting in formal settings such as high level engagements, conferences, and symposiums. Experience with Data Visualizations Applications such as Microsoft PowerBi or Tableau Experience working at a Combatant Command and with joint doctrine, joint strategic planning, and the joint operational planning process. Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
