Hauptaufgaben Assigned as construction engineer and is responsible for the administration and management of construction work including Structual/underground/electrical/mechanical engineering field assigned to the Grafenwoehr Construction Inspection Branch. Insures timely, economical, proper quality and quantity of materials, equipment and workmanship and adequacy of the contractor's methods and operation to insure that all work fulfills the requirements of the contract documents. Work performance requires the application of comprehensive knowledge of: (a) engineering principles and techniques in numerous disciplines, (b) construction methods, costs, materials, equipment, and safety practices, and (c) contract quality assurance and administration. Acts as the alternate COR with specific delegated duties. Assists the Chief by reviewing the work of approximately four construction inspectors engaged in office activities, including functions such as monitoring the construction of the projects, preparation of contractor payment estimates, as-built drawings, progress reports, recommendations on contract modifications, review of shop drawings, and general or special engineering or administrative correspondence. Reviews work performance of the inspectors including decisions and recommendations made for technical and administrative sufficiency. Develops and establishes methods and procedures for use in expediting construction, for meeting over-all schedules, and for minimizing Government cost pertinent to construction. Checks plans and specifications for inconsistencies and to insure that the intent of the plans and specifications are met and that construction work (structual/underground/electrical/mechanical engineering fields) is accomplished as economically and as timely as possible. Responsible for the technical interpretation of contract plans and specifications. Works with contractor representatives to insure that the intent of plans and specifications are met. Makes technical recommendations regarding proposed contract modifications or change orders. Coordinates the checking of shop drawings to determine conformance with construction plans. Directs the preparation of progress reports and certifies invoices submitted by the contractor for accuracy of work performed. Maintains coordination between the technical engineers in other divisions to insure that all engineering phases are planned and scheduled for their incorporation into construction work and are concurrently integrated to meet the construction sequence and objectives. Works with contractor representatives in the development of construction progress schedules and reviews schedules to insure that they are reasonable and adequate. Maintains a constant check on the progress of work and takes any required action to expedite construction to meet the requirements of such schedules. Makes periodic inspection visits to construction sites to determine progress of contractor operations, to review work for compliance with plans and specifications, and to insure that construction is proceeding on schedule.
