Hauptaufgaben

Executive Administrative & Policy Management
Strategic Administrative Support:
Provides comprehensive administrative support to the Garrison, proactively anticipating needs and independently managing a complex calendar, correspondence, and information flow. This includes researching, drafting, editing, and finalizing command-level documents (memorandums, reports, briefings, etc.) with minimal oversight, ensuring accuracy, clarity, and adherence to established style guides.
Policy Development & Implementation:
Independently researches, develops, coordinates, and publishes command Human Resource and Civilian policies, to include APF GS and HN employees, ensuring alignment with higher headquarters regulations and legal requirements. This includes interpreting complex regulations and adapting them to the unique context of USAG Wiesbaden. Maintains a current and readily accessible repository of policies and procedures. Utilizes the DoD FMR Vol 8, JTR, the Collective Tariff Agreement CTA II and various AER regulations when developing policies for the organization.
Communication & Coordination:
Serves as the primary point of contact for internal and external inquiries directed to the DHR, exercising independent judgment in responding to requests and escalating issues as appropriate. Clarifies and disseminates tasking, directives, and guidance from the DHR to the other directors and staff, ensuring clear understanding and consistent implementation.
Special Projects:
Independently manages a variety of special projects for the DHR, often requiring confidentiality, discretion, and the ability to work with minimal supervision. These projects frequently involve research, data analysis, and report preparation with significant impact on DHR operations. Special Projects include Recruiting Fairs, SharePoint Knowledge Management Officer, and Records Management.
Translation & Interpretation:
Provides expert-level translation from German into English and vice versa, handling complex personnel-related correspondence with intricate sentence structures and specialized terminology (legal, commercial, political). Ensures accuracy, idiomatic phrasing, and preservation of the original meaning.
2. Garrison Awards Program Management
Subject Matter Expertise:
Serves as the subject matter expert for the entire Garrison Award program (Honorary, Monetary, Time Off, and Special Awards), demonstrating a comprehensive understanding of regulations, policies, and procedures.
Program Oversight:
Independently manages the entire awards lifecycle, from initial request through final approval, ensuring compliance with all applicable guidelines and using all necessary programs as AutoNOA, EMPReS, and DCPDS.
Advisory Role:
Provides expert advice and guidance to leadership and management on award nominations, procedures, and eligibility criteria. Proactively identifies opportunities to recognize outstanding employee contributions.
Process Improvement:
Continuously reviews and improves the Garrison Awards program, streamlining processes and ensuring efficient and effective operation.
3. Personnel & Time Administration
Personnel Action Coordination:
Independently monitors, tracks, and coordinates significant personnel actions for Garrison, proactively identifying and resolving potential issues to ensure timely completion in the respective program as AutoNOA, EMPReS and DCPDS.
Personnel Administration System Maintenance:
Establishes and maintains a comprehensive personnel administration and control system for organizational employees, ensuring data integrity and compliance with regulations. Utilizes a variety of government systems to include AutoNOA, DCPDS, and EMPReS.
Quality Control & Executive Support:
Maintains rigorous quality control over all outgoing DHR correspondence and provides comprehensive administrative and clerical support to the DHR, managing a complex workload and contributing to the efficient operation of the Directorate. Assists with the training of HN Interns and Dual Students. Assists in facilitating fluid training and shared knowledge management throughout the Workforce Development Department.
Time & Attendance Management:
Serves as the primary timekeeper for the HN Employees of multiple departments (DHR, S6, Command, PAIO, PAO, ISO, and other support offices as assigned), ensuring accurate and timely submission of time and attendance records in LNTAP. Monitors leave schedules and provide guidance to staff. Monitors timekeeping through government systems such as LNTAP and DATAAPS.
Performs other duties as assigned.

C-5:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.

E&T Level III and above: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.


C-5a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.

E&T Level III: 1 year of experience as defined in B below.

E&T Level IV: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.


C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level III: 2 years of creditable experience as defined in B below.

E&T Level IV: 1 year of creditable experience as defined in B below.

E&T Level V: No additional experience required.

LANGUAGE PROFICIENCY LEVEL:

Beschäftigungsbedingungen

Position may be filled at the C-05, C-5A, or at the full performance level, C-06. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

* Temporary Duty Travel (TDY) required, 25%.
