Hauptaufgaben Responsible for providing customer service and responding to customer inquiries for all invoice payment issues to include the late payment, underpayment, or overpayment of invoices. Researches, analyzes, and resolves customer service issues within the governed laws, regulations, policies and procedures as they apply to individual circumstances. Any investigation and/or corrective action initiated by an inquiry will be accomplished within specific time limits. The research of all documents and information related to the payment process to effect inquiry resolution is performed in the following systems: Computerized Accounts Payment Systems (CAPS-W), Electronic Document Management (EDM), Electronic File Room (EFR), Wide Area Workflow (WAWF), DFAS Automatic Routing and Ticketing System (DARTS), CEDMS, AskFM,ITS.GOV, GFEBS. Researches information discrepancies, which is accomplished by comparative analysis of functions performed in the Commercial Pay Business Line. Provides general and detailed information to customers on all facets of contractor/vendor payments. Receives, analyzes, and resolves a myriad of complex issues associated with contractor payments. Identifies accounts receivables, erroneously taken discounts or failure to take discounts, improperly paid interest or interest due the contractor, input errors, refunds, duplicate payments, or other problem situations. Determines and coordinates actions necessary to resolve or eliminate situations causing problems related to the accurate and timely payment. Corrective action includes forwarding the action to the pay team for appropriate corrections or directing other government personnel (ACOs/PCOs) to process contractual documents such as modifications to resolve customer issues. Interfaces with other organizations, internal and external to DFAS, for the purpose of gathering or conveying information to resolve the individual issues and to prevent recurrences. Interviews the customer to obtain necessary information to assess the issue and determine actions required for resolution. Explains eligibility requirements, supporting documentation required and the applicability of laws, etc., regarding the issue. Uses sound judgment and guidelines, where available, to determine whether or not the customer meets the criteria for payment of an entitlement. Determines the research required to respond to the customer's inquiry and performs the appropriate research. Research may require the interpretation and application of current regulations, laws, procedures, and/or decisions. Clearly, accurately, and concisely explains to the customer the outcome of any research performed to resolve the issue. Also, explains the processing time-frames, possible delays, etc. Informs the customer of expected results and the impact of actions taken. Determines and independently initiates necessary follow-up communication, e.g., telephone calls, e-mail, written correspondence. Records documentation regarding customer complaints. Analyzes documentation and evaluates business processes to identify problem areas. Makes sound recommendations based on research and analysis. Participates in customer site visits, which may include representatives from the company/vendor, contracting community, and/or other process partners. Serves as part of this team to facilitate team solutions and resolves issues. Determines necessity and extent of an audit to expedite a payment or resolve payment problems. Performs audits on contracts containing a combination of up to 20 payments/modifications. Determines when contractors/vendors have been overpaid and/or paid erroneously. Prepares soft demand letters; sends to the customer, and verbally instructs the customer on procedures on returning funds to the government. Performs other duties as assigned.
