Hauptaufgaben The primary purpose of this position is to serve as the Headquarters European Command (HQ EUCOM) Transportation of Hazardous Material and Theater Customs Policy Advisor in accordance with applicable U.S Regulations, Host Nation laws, European laws and dangerous goods transportation and customs regulations. Provides expert guidance to the Commander, USEUCOM, on all matters relative to dangerous goods to include the packing, loading, and transportation of Hazardous Material (HM), Dangerous Goods (DG), Hazardous Waste (HW) and customs policy development and implementation. The incumbent represents HQ EUCOM in Joint Military, Host Nation and International Coordination Groups concerning customs and matters concerning transportation of military-owned hazardous material in Europe. The incumbent is responsible for supervising a staff of personnel which may represent each component in the EUCOM AOR and a team of 2-3 Local Nationals. Based on US and Host Nation laws and international regulations, the incumbent analyses and provides guidance on customs laws, regulations, and procedures to ensure compliance for the entry and follow-on movement of personnel and equipment within EUCOM AOR. Proactively identifies potential customs-related policy and regulation challenges and seeks to develop mitigation strategies to ensure mission success and compliance with applicable international and U.S. regulations. Responsible for overseeing and managing customs policy development, implementation, and day-to-day operations across the theater. Responsible for developing and updating theater customs policy in accordance with U.S. and international customs regulations. Provide guidance on U.S. and international customs laws, regulations, and trade agreements (e.g., SOFA) relevant to EUCOM operations. Maintain up-to-date knowledge of changes and updates to relevant policies and regulations and disseminate that information to Customs Clearance Officers and relevant service component offices of responsibility. Recommends updates to the Defense Transportation Regulations to support the Office of the Secretary of Defense (OSD), US Transportation Command (USTRANSCOM), and Defense Logistics Agency (DLA) missions. Monitors and manages customs clearance program and issues related to the use of NATO 302 Form. Serve as a primary point of contact for EUCOM regarding customs-related inquiries and issues. Collaborates with logistics officers, legal counsel, host nation authorities, and other stakeholders to ensure seamless customs clearance processes. Liaise with customs authorities and other relevant agencies to resolve compliance issues and expedite clearance processes. Represent the organization in meetings and conferences related to customs compliance. Maintain strong working relationships with key stakeholders to ensure effective communication and collaboration. Develops and delivers training programs to educate Service Components on best practices. Based on US and Host Nation laws and international regulations, the incumbent implements and maintains a EUCOM's program regarding transportation of dangerous goods. Updates or implements guidance to identify changes to European hazardous material regulations that apply to the US Forces in Europe. Identifies and ensures proper risk management is in place for transportation of Hazardous Material and that the mitigation procedures are in accordance with applicable laws and regulations. Interprets and guides supply chain/movement control issues for hazardous material and hazardous waste to/from/within/and through the EUCOM AOR. Working with other DoD agencies and component commands ensures US and host nation security provision regarding controlled chemicals, arms, ammunition, explosives, and assets with military applications are complied with. In cooperation with Component Command Hazardous Material Safety Advisors (CCHMSA) and appropriate ECJ4 divisions ensure procedures and processes are established to obtain host nation clearances for hazardous material, required training, and assets/equipment for the packing, loading, and transportation of all HM. Is the EUCOM focal point for cooperation with Host Nation Emergency Response Centers responding to accidents/incidents of US Forces transport assets transporting HM/HW/CW in the AOR. Ensures US Forces stationed and operating in the EUCOM AOR implement and maintain standardized training IAW US and European Hazardous Material requirements for the following areas: General Awareness/Familiarization training regarding applicable regulations and the mission of the unit for senior leaders; Function specific training for HM/DG Safety Advisors, certifiers for rail, road, air, and water, drivers, packers, fillers, loaders and un-loaders, receivers, ordering parties, technical specialist for contingency scenarios, technical experts for hazardous waste preparation and identification. Ensures US Forces stationed and operating in the EUCOM AOR establish and maintain security plans for hazardous material transportation according to the requirements identified in 49 CFR, and ADR/RID. As team leader, distributes and balances the workload among Local National team members in accordance with established workflow or job specialization, assuring timely accomplishment of the assigned workload and that each person has enough work to keep busy. Keeps in touch with the status and progress of work and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs that cannot be disposed of promptly. Estimates and reports on expected time of completion of work and maintain appropriate records as needed. Instructs team members in specific tasks and techniques and assures availability of written instructions and reference materials. Provides or oversees on-the-job training for new employees in accordance with the established procedures and practices. Maintains a current technical knowledge to answer questions of team members on procedures, methods, and deadlines. Amends or rejects work not meeting established standards, referring to the supervisor, questions or matters not covered by standards and problems in meeting performance standards. Resolves simple informal complaints and refers others to the supervisor. Provides input to the supervisor on performance, progress and training needs of team members, and on disciplinary problems. Conducts periodic inspections at US units stationed in the AOR. Reports deficiencies and findings to the ECJ4 and to Senior Leaders at Component Commands who are responsible for executing the EHMMP for the unit inspected. Recommends corrective actions and monitors implementation of corrective actions, if required provides or initiates training to the personnel of the deficient organization. Is responsible for investigating accidents/incident, determines and analyzes causes, and implements new or revised policies to prevent accidents/incidents when moving HM/HW/CW. Composes official EUCOM reports and statements on accidents, incidents, or on breaches of the law during movement, loading, or off-loading of HM/HW/CW; submits official reports through the J4 Director to the Competent Authorities (CA) identified by Host Nation directives, represents HQ EUCOM during official hearings and investigations concerning accidents/incidents involving HM/HW or CW. Administers, analyses, consolidates and maintains the annual CCHMSA HM report. Is responsible to maintain reports at least five years on file; acts as the EUCOM focal point for investigations and formal compliance inspections concerning the HM/HW/CW Program initiated by Host Nation Surveillance Agencies. Provides a CHMSA report to the ECJ4 on a quarterly basis to update the director on surveillance activities and program status. Represents HQ EUCOM in Joint Military, Host Nation and International Coordination Groups concerning matters of military-owned hazardous material and customs in Europe. Serves as a member of the US Forces representing EUCOM in meetings concerning HM/HW/CW Programs and customs with Host Nations. Participates as the EUCOM representative and functional expert in the Sending States Forces Committee, Hazardous Cargo Subgroup; participates as the EUCOM representative for HM movements in NATO Standardizations committees for air, land and sea movements. Provides briefings during conferences. In case of accidents serves as the advisor to the on-scene Commander of US Forces Emergency Response Teams. Is the EUCOM representative in the DOD HM Managers Committee. Represents EUCOM in the DOD REACH working group. Represents EUCOM in DOD, TRANSCOM, DLA, and inter-service planning groups for HM in deployments, retrograde, realignment or any other program regarding sustainability of US Forces within or through the EUCOM AOR. Performs other duties as assigned.
