Ingenieur/in Grafenwoehr, Germany Ausschreibungsbereich Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as the Senior Energy Manager and technical subject matter expert (SME) for the entire USA-G Bavaria responsible to develop and implement and manage the Garrison's Energy Management Program. Advises the Garrison Commander, DPW Staff, personnel, and Tenant Units concerning matters related to energy consumption; use and cost; energy conservation, reduction and education; energy risks and vulnerabilities to critical missions and mitigation strategies; on site energy generation, storage, and resiliency; climate change mitigation, and greenhouse gas and carbon footprint reduction meeting compliance with Presidential Executive Orders; Department of Energy (DoE) and Department of Defense (DoD) policies and mandates; the Army's Installation Energy and Water Strategic Plan (IEWSP); the Secretary of the Army's Climate Strategy; and utility related matters for an IMCOM Garrison. Manages and implements the Army Energy Program with the goal of developing policy and directives to reduce energy costs and consumption to support installation resilience, mission capability and stewardship of resources, readiness, and sustainability. Provides guidance and technical expertise to engineers, facility managers, and energy coordinators of the various Commands and Directorates at the Garrison in developing energy management programs. Reviews, evaluates, and makes recommendations for approval of energy projects utilizing a variety of funding mechanisms including Energy Savings Performance Contracts (ESPC); Utility Energy Services Contracts (UESC); Energy Resilience Conservation Investment Program (ERCIP); and Sustainment, Restoration, and Modernization (SRM). Ensures that energy project proposals are life-cycle cost effective and in accordance with Army energy policies and regulations prior to implementation. Prepares plans, specifications, and performance work statements for a variety of service and/or construction contracts to implement energy solutions. Serves as the Contracting Officer's Representative (COR) for all UESC or ESPC and energy-related contracts. Reviews all plans for proposed construction to ensure appropriate energy considerations are incorporated into design. Coordinates preparation of project proposals for funding under special energy conservation programs at the installation. Coordinates with the DPW Engineering and Operations and Maintenance Divisions for the execution of Energy projects through the Base Operations Contracts, and any MATOC, JOC or USACE executed projects. Incorporates energy related requirements into the DPW Annual Work Plan and recommends energy projects are incorporated into the 5-year long range plan and Area Development and Installation Master Plans. Coordinates preparation of project proposals for funding under special energy conservation programs at the installation. Conducts studies to identify utility system requirements, vulnerabilities, and needs, used to establish the 10- year plan and creates and programs projects to mitigate identified deficiencies. Incorporates projects into Facility Investment Plan, Annual Work Plan, Area Development Plan, and Master Plan. Supports the O&M (Energy) Division on BUILDER inspections on data input for all utility systems. Implements the Garrison's IEWSP and other energy mitigation requirements into the installation's Facility Investment Plan (FIP), the Annual Work Plan, the 5 Year Long Range Plan and the Garrison's Area Development and Master Plans. Responsible for incorporating energy and utility related actions/projects for climate resiliency into the installation Area development plan and Master Plan. In coordination with the Directorate of Operations, employee is responsible for leading, planning, and executing an internal Energy Resilience Readiness Exercise (ERRE) each fiscal year (FY). Coordinates, staffing and obtaining approval from the Director of Public Works, and the Garrison Commander (as applicable) for all identified energy plans. Directs and analyzes energy data and conducts surveys, audits, and special studies to optimize program efficiencies to identify installation energy and utility requirements, assessing risks and opportunities, generating solutions, and developing an implementation plan to mitigate energy risk to critical facilities and missions. Develops techniques and conducts energy surveys, audits, Life Cycle Cost Analysis (LCCA) and feasibility reports to identify the nature and condition of existing facilities and utility systems and to recommend design improvements to existing structures and systems. Identifies and conducts studies to analyze and evaluate energy utilization and consumption in buildings and installed equipment to effectively control and reduce energy consumption. Develops projects for and justifies both technically and economically, energy conservation retrofit projects, prepares project documentation for their approval and funding, and work orders or contract delivery orders for their accomplishment. Assists Research and Development personnel in the utilization of the most energy efficient and cost-effective processes and equipment in their research and testing operations by auditing each test process to identify high energy consuming processes and recommending areas for technical study for reduction of energy use. Develops architectural/ engineering specifications for technical inspections of buildings and utility systems for energy efficiency to include lighting; hot water systems; heating, ventilating, and air conditioning (HVAC) systems; and the building envelopes. Oversees and monitors of energy data collection and analyzes data about building and utility systems to determine facility improvements for energy conservation, and greenhouse gas and carbon footprint reduction. Conducts feasibility studies, prepares preliminary design concepts, and develops statements of work required for conducting detailed studies and designs, to include economic analyses. Identifies alternatives to conduct detailed studies; represents the installation in dealing with other agencies, local governments, and local utility providers. Serves as a technical expert on facility energy utilization in support of the Army Energy Program. Reviews, evaluates, and coordinates with other activities within the Directorate of Public Works (DPW) on all maintenance, restoration, construction, and designated energy program projects, incorporating state-of-the-art conservation techniques into the designs, suggesting different energy efficient methods. Develops and recommends the Garrison's manuals, instructions, and implementing guidance for execution of DoD and DA energy policy and regulations for the Commanders approval and implementation. Develops procedures outlining the successful operation of installation energy management programs by coordinating with the various utilities and municipal service providers. Develops and provides training to the command leadership, staff, facility managers, tenant commands and other personnel on the Installation's Energy Management Policy through the facility manager program. Provides professional assistance and guidance to any requesting organization in all facets of the energy conservation program. Prepares energy assessments and impact statements for all elements of the directorate, and for other organizational elements upon request. Reviews and maintains all energy assessment and impact statements which have been prepared for the Garrison. Reviews current literature to keep abreast of latest developments in the technology of energy conservation. Plans and coordinates work on energy and utility related matters with other staff and subordinate personnel. Assures uniform application of related policies and procedures to related work. Assigns special work projects or partial projects to staff supporting the Utilities Monitoring & Control System (UMCS), Utilities Privatization, and Facility Management requirements. Monitors status of projects or tasks and project working results to ensure deadlines are met and critical issues are resolved. Provides input to the Director and Division & Branch Chiefs for performance appraisal purposes for employees participating in any energy and utilities related projects. Attends and participates in symposiums, conferences, and meetings involving energy and utilities issues to identify alternative funding sources to support and meet the energy management missions and initiatives. Coordinates with key personnel within IMCOM, the Garrison, commercial activities, academia, and government agencies to keep abreast of new theories and application of the latest technological advances in the field of energy and utilities. Provides briefings and guidance to senior members of DoD organizations, commercial activities, and contractors on the regulatory requirements and policy for the legal implementation of installation requirements. Prepares and coordinates Garrison wide reports to other agencies in energy and utilities. Reviews all energy-related responses to audits, inspections, and surveys to ensure consistency with the Army Energy Program and prepares all energy-related responses to outside audits, inspections, and surveys. Prepares narrative reports as requested by higher headquarters. Develops and coordinates energy awareness activities and serves as the lead of the Garrison's proponent for the Army's Energy Action Month each October. Coordinates with Public Affairs office to post Garrison wide energy conservation and management messages internally to all associates and serves as the architect for external energy messages posted on social media and other outlets. Performs other duties as assigned. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany.
