Personalsachbearbeiter/in Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as a Senior Human Resources Management Specialist in a Civilian Human Resources Services Center (CHRSC) providing customers the full range of comprehensive management advisory services and assistance. This requires a thorough knowledge of the full spectrum of human resources management principles, practices, concepts and methodology in both the US and local national (LN) personnel programs, as well as seasoned analytical and diagnostic skills to identify and evaluate systemic problems/issues and recommend solutions to managers. Provides management employee relations advisory services. Provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Ensures official case files are properly maintained in accordance with all regulatory guidance to support proposed or final actions and when necessary responds in writing to appeals and/or prepares documents for hearings. Coordinates with legal officials as appropriate. Advises management on performance plans and provides technical information on performance management systems. Interprets policies and provides advice on issues such as substance abuse, sexual harassment, hours of work, changes in working conditions/schedules, leave requests/administration, job related stress, pay entitlements, etc. When necessary, the incumbent serves as a representative before appropriate formal judicial proceedings (third party trials) involving depositions, interrogatories, offers of proof, and negotiating settlements. Explains evaluation criteria of the various performance systems including assisting management in the writing of employee performance standards and provides advice and guidance to managers regarding the requirements for awards such as performance, time off, on-the-spot, special act, meritorious civilian service, etc. Provides US and LN recruitment and placement advisory services. Advises managers on recruitment strategies, sources and special programs that emphasize affirmative action to attract highly qualified candidates to the federal workforce. Recruitment is sometimes complicated by the fact that there are few qualified candidates in the labor market. This requires the specialist to be creative and innovative in developing outreach techniques to locate a pool of high quality candidates. Assists managers with job analysis, writing crediting plans, etc. used to rate/rank candidates in both internal and external competitive placement actions. Assists in developing short and long-range staffing plans to forecast mission requirements; assesses employee turn-over patterns and reviews technological changes and local labor market conditions to provide advice to managers on future staffing strategies. Counsels and registers employees in the Priority Placement Program. Verifies an employee's eligibility for employment and ordinary resident status. Provides advisory services to management and employees on overseas employment programs, entitlements and benefits and counsels individuals regarding all benefits associated with working for the Federal government. Incumbent may also be required to counsel non-US citizen applicants, providing the applicant full Job Information assistance. Provides position management and classification advisory services. At least one year of creditable experience must be in the same or directly related area of specialization that is required in the 201 position. Training: Selectee must complete mandatory training, as directed. Current employees in the 201 occupational series may be placed at the same or lower grade into any other functional specialties up to and including the C-7 grade level. Current HR assistants in the 0203 occupational series may be placed at either the C-5a (lowest) or C-6 (highest) grade into positions in the 0201 occupational series. Current employees in a related occupation, e.g., 0560 Budget, 0343 Management and Program Analysts, etc., may be placed at the same or lower grade into any functional specialty in the 201 occupational series up to and including the C-6a grade level.
