Sachbearb. (Qualitaetssicherung) (m/w/d) Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Quality Assurance Specialist (QA) at the USAG Wiesbaden, DPW, PMB which is operationally in charge of Maintenance and repair of contracted services. Work consists of surveying, physically inspecting, and coordinating services. As the Contracting Officer's Representative (COR), writes and implements changes, modifications and corrections to the Statement of Need (SON). Takes appropriate action on contract discrepancies, is responsible for all calculations, estimations and deductions for contractor non-performance and adjust contractor payments accordingly. Makes independent assessment as to whether the contractor has performed satisfactorily and advises the contractor when re-performance is required. Has the authority to deduct from contractor payment for unsatisfactory performance. Monitors and evaluates and contract requirements; contractor performance; and overall contract terms from inception to conclusion, for services such as playground's, alternate for COR for Between Occupancy Maintenance (BOM) contract or other PMB related contracts. a. Contract Surveillance: Develops and modifies surveillance techniques and procedures necessary for contractor performance evaluation. Evaluates and approves/disapproves the contractor's maintenance schedule and quality assurance surveillance plan to assure compliance with the appropriate LRMC standards. Conducts surveillance and random sampling across all aspects of contractor performance to include ad hoc nights and weekends as required. Sets Quality Requirement Inspections Standards (QRIS) for Government owned property (such as Playground Inspections). Reviews the technical literature pertaining to the National Stock No. item and/or system. By comparing data pertaining to equipment technical characteristics, with organizational missions, storage conditions, and serviceability standards formulates general quality assurance requirements and new maintenance standards for equipment. Serves as technical expert, specialist and advisor for USAG Wiesbaden providing technical oversight on government owned property. Develop and evaluate detailed technical product specifications, item descriptions, technical provisions, manufacturing requirements and other technical features for use in the military/civilian facilities within the EU (European Union). Work requires incumbent to be well-versed with technical product specifications. Responsible for continuous market research to ensure systems meet newest technologies and highest energy efficiency capabilities. Applies and determines equipment international certification reports (such as CE, VDE, UL, CSA, TUEV-GS, BEAB, ISO 9001:2000) required to meet the US and Host Nation safety, electrical/technical, refrigeration standards. As technical expert, specialist and advisor for all procurements of systems for the USAG Wiesbaden the incumbent is responsible to perform the industry day (pre-award conferences) and represent the initiating agency as well as to answer and solve upcoming questions and complex technical issues from solicited firms attending. Advises the Contracting Officer on such technical matters as they affect the procurement action. Provides research supported justifications for all necessary changes. Meets and confers with German contractors (Managing Directors), requiring a good knowledge of German language. Resolves conflicts including disagreements over technical descriptions. Incumbent leads and conducts technical contract evaluation as member or board chairman responsible in accordance with source selection participation agreement (FAR §3.104.) to perform in-depth evaluations on submitted proposals. Evaluation process needs an extensive knowledge of requested products, business and industry practices as well as price and cost analysis. Also demanded high knowledge applicable documents for national, international and EU standards are required. Evaluates proposals for conformance with technical requirements, determines whether submitted detailed technical literature, energy efficiency documentation, international certification reports also applicable warranty (US and EU) and life span for item are in accordance with solicitation. Finalizes technical evaluation summary report and corresponding accepting or rejection action memos. This includes; US and EU energy saving requirements and calculations, water consumption, electricity connection. Inspect and test pre-production samples provided by contractor in accordance with solicitation specifications where a complex technical professional knowledge of industry standards and principles is required. Determine acceptability or rejection of pre-production samples and recommend corrective measures when needed. Prepare and submit justification for passing or failure of pre-production sample to RCO. Provide spare parts market research and development of maintenance expenditure limits (MEL). Performs market analysis to determine availability of products and suppliers and analyzes market and distribution trends for viable procurement actions. b. Contractor and Billing Evaluation: Serves as the initial point of contact between the serviced areas and the contractor for resolution of any problems or as needed for unscheduled special requirements. Inspects contractor's training program as specified in the contract. Directs changes to work schedule and adjusts accordingly with the contractor's delegated executive. As the COR must be knowledgeable in the responsibilities and procedures; diplomacy and ability to communicate are inherent in the job requirements, as criticism of contractor performance is likely to meet with opposing views. Recommends changes in specifications or procedures to improve the environmental conditions. Identified conditions that interfere with contractors achieving prescribed standards of performance. Reviews requests for maintenance services by activities not covered by contract; prepares work schedule, determines appropriate cost, and submits data to the Contractor Officer. Is delegated appropriate authority to make deductions from contractor payment for unsatisfactory performance. Verification of Invoices: Reviews and validates the monthly invoices for payment within the contracting office's guidelines. Specifically checks invoices received from contract firms for technical correctness and compliance with contract terms and specifications. Contract administrator to correct discrepancies between the contractor invoice and the US Government invoice. Ensures that services have actually been rendered prior to certifying and submitting invoices for payment. Ensures that contractor invoices and government invoices are processed and forwarded to the contractor administrator within established timeframes/ suspense's. Performs other duties as assigned. E&T Level IV: 2 years of creditable experience as defined in B below. E&T Level V: 1 year of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. C-7: E&T Level I: 2 years of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. E&T Level III: 4 years of creditable experience as defined in B below.
