Clarification from the agency


U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation. US resident alien family members of US sponsors who are citizens of NATO countries other than the host nation and possess a valid green card and US Social Security Number (SSN).


Duties

* Supervises 3-10 employees performing accounting management.
* Plans and assigns work, develops performance standards and evaluates performance, counsels and disciplines, mentors and trains. Initiates requests for personnel action.
* Performs or directs the accounting management of the fund. Develops, monitors, reviews and/or analyzes financial reports, payroll, accounts payable, internal review follow-up and banking data.
* Makes ratio analysis of various aspects of operations in order to identify problem areas or unfavorable conditions
* Prepares various reports of finding, recommendations, and financial position.

* A one-year probationary period may be required.
* Possesses satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-13, to include a Tier 1 background investigation.
* This position may require a health screening. Immunizations may be required as a condition of employment for the health and safety of those in the facility.
* Must possess a valid US Driver's license with the ability to obtain and maintain a valid US Army Europe (USAREUR) Certificate of license. License must be obtained within 30 days of arrival on site.
* Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.


Qualifications


A bachelor's degree is required which included a minimum of 24 semester hours in accounting and professional work experience of the type described above.

OR

Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully the 24-semester hour requirement.

PCS Costs

Pay-Band Allowances and Differentials

* Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. Sunday premium may be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
