Hauptaufgaben Serves as Chief, Buildings and Structures Branch (B&S) and as expert technical advisor to the USAG Commander and DPW on all aspects of facility structures and represents the Operations and Maintenance Division as a member of the Garrison Emergency Response Team. The branch consists of up to 8 sections, each headed by a subordinate supervisor, with primarily trades and craft work force. 1. Engineering Work: a. Provides engineering review of plans, specifications, and designs performed by Engineering, Plans and Services (EP&S) Division, architectural engineers, EUD, and other European and US design agencies for such items as adequacy, feasibility of construction, conformance with policy and maintainability. b. Using concepts and principles of civil engineering such as structural engineering, vapor barriers, condensation, construction loadings, snow loads, regional and US Army design criteria, etc., justifies, coordinates, and prioritizes B&S long-range and annual work plans and programs, and the review and evaluation of B&S operations. Monitors the accomplishment of the missions and functions of the organization within budgetary and manpower limits, and initiates action on all matters pertaining to functional area. c. Utilizes professional skills and knowledge such as local construction codes, common and/or standard materials, equipment, specialized customer needs, labor practices, etc., to provide the guidance necessary to accomplish maintenance, repair, improvements, and analysis of buildings, structures, and related appurtenances. Guidance varies in complexity from sophisticated techniques developed through analysis (such as flat roofs, insulating materials, Installation Design Guide) to commonly utilized modern technology. Provides technical engineering data, desired materials criteria, desired finishes, and common inspection requirements to be utilized by the Engineering Work Management Division in initiating engineer projects and development of contract documents. Provides engineering guidance and direction such as selection, size, strength, and thickness of materials; number of applications; number and required skills of personnel; as necessary for the accomplishment of maintenance, repair, and improvements of buildings, structures, and related appurtenances. Conducts annual engineering inspections, develops technical documentation, and prepares analytical reports on structural analysis of roofs and bridges. d. Prepares and monitors service contracts such as custodial cleaning, family housing painting, floor sanding and sealing, roofing, locksmith, etc., including work description, workload, and cost estimate data. Reviews service contracts for adequacy and cost effectiveness. Prepares purchase orders in the form of short form contracts and submits technical specifications for procurement actions. 2. Branch Management: a. Formulates Branch position on which branch programs should be initiated, dropped, or curtailed; resources to be devoted to projects; and the degree to which programs are to be emphasized. Delegates authority; assures coordination among subordinate sections; and establishes control measures which provide valid data for higher management. Develops means of reducing costs without impairing operations; provides justification for major expenditures on equipment, facilities, etc. Evaluates the immediate and long-range requirements (up to 5 years) of the branch, based on funds available or needed for long-range planning; recommends adjustments to the branch's plans. Provides supporting documentation for recommendations changing plans in view of existing and projected capabilities and needs. b. Plans, assigns and reviews work through subordinate shop supervisors. Reviews and certifies correctness of their job descriptions. Assures coordination among subordinates. Identifies means of substantially reducing costs without impairing overall operations and provides justification for major expenditure. Prepares performance standards. Rates subordinate supervisors and serves as senior rater of their subordinates; assures equity of performance evaluation. Advises and instructs on work and administrative matters and provides solutions to major work problems presented by subordinates. Establishes overall vacation schedules and approves leave for key personnel. Interviews applicants for supervisory positions and makes selection, approves selection of non-supervisory workers. Hears and attempts to solve group grievances and the more serious employee complaints. Initiates minor disciplinary measures such as warnings and reprimands, and recommends remedial action in more serious cases. Initiates and approves recruitment and all other personnel actions recommended by subordinate supervisors for their employees; recommends all awards, promotions, and similar actions pertaining to subordinate supervisors. Determines the accuracy and adequacy of contractor performance and payment. Performs other duties as assigned.
