Hauptaufgaben

The primary purpose for this position is to assist in the directing of personnel resources, civilian and military, to evaluate, maintain, repair, and if authorized, develop or modify medical equipment used throughout the Tri-service European Command, NATO, Southwest Asia, North Africa and other areas as required in the treatment of patients, diagnosis of pathological conditions, and in physiological monitoring. Also, performs evaluations and consultation, provides advice and technical instruction, and performs on-site services (temporary duty) in support of the Medical Maintenance Mission, designs and fabricates test instruments where manufactured equipment is not available or is inadequate to property evaluate medical equipment.

Evaluates, maintains, repairs, and, if authorized, develops or modifies, medical equipment. Develops technical specifications and identifies equipment best suited for intended use. Evaluates new medical equipment and systems from various manufacturers for possible purchase and technical support based of developed specifications. Recommends purchase or rejection of equipment based on test results and familiarity with customers existing equipment or special needs. Inspects, operates and tests this equipment to determine whether it meets the governments specifications or requirements after purchase. Tests and classifies equipment in current use and determines serviceability, classification and disposition. Revises manufacturer-provided documentation to correct errors and clarify operating and maintenance instructions, diagrams, guidelines and terminology. Formulates methods and techniques to perform scheduled and unscheduled preventive maintenance and to assure operational integrity and safety according to manufacturers specifications. Troubleshoots systems to determine nature and extent of repairs or services required. Trains and directs military and LN civilian Medical Equipment Repairers.

Performs equipment evaluations, consultations and technical instructions as required. Serves as technical advisor and consultant to physicians, medical technologists, technicians and performs research in equipment application, care, selection, operation and compatibility. Advises users on manufacturer technical support, suitability and adaptability of equipment to the users site. Inspects services performed on equipment returned after vendor repair. Drafts procedures and maintenance instructions and diagrams to clearly express operational characteristics and maintenance requirements on medical equipment. Prepares plans of instruction and conducts training in the procedures, techniques and methods of operations, testing and calibration of medical systems and Test, Measurement and Diagnostic Equipment (TMDE).

Inspects work in progress to ensure that applicable regulations, standards, specifications and procedures are followed. Provides technical guidance and direction to other technicians regarding work practices, techniques, and policies. Incumbent serves as the senior technician advising and assisting all other technicians in the Medical Maintenance Division. Responsible for ensuring that the priorities established by the Standard Operating Procedure (SOP) and applicable regulations and guidelines are followed during the performance of assigned tasks.

Serves as the Quality Assurance Inspector for the Medical Maintenance Division. When required, performs pre-issue analysis and operational test prior to issuing equipment to junior technicians. Ensures that safety precautions and procedures are taught to and observed by all technical personnel. When work is completed, performs final acceptance inspections on general and highly complicated medical equipment repaired, overhauled or modified by in-house technical personnel to ensure that the applicable standards or specifications have been met.

Designs and fabricates test instruments, circuits and devices when manufacturers equipment is not available to property test medical equipment in accordance with test requirements imposed by the Joint Commission for the Accreditation of Healthcare Organizations (JCAHO) and the College of American Pathologist. Designs circuits and devices used to connect test equipment to medical equipment to simulate and measure operational characteristics.

Maintains technical proficiency through familiarization with electronic publications outlining advanced equipment developments. Participates in manufacturer and Center sponsored training seminars and consults with manufacturer service representatives. Will be responsible for certifying and verifying electronic equipment as meeting standards, and having authority for independently determining action to be taken to keep a system in operation or returning it to operation.

Performs other duties as assigned.

C-7:

E&T Levels I, II, III, IVA and IV D: Not creditable for positions in this occupational series.

E&T Level IV B and C: A Meister Diploma or Staatlich geprüfter Techniker in a trade or craft that is related to the position; PLUS 3 years of job related experience as defined below.

E&T Level V: Graduation from a University or equivalent, e.g. the Berufsakademie, or Technische Hochschule als Ingenieur der Elektrotechnik or in another related academic field; PLUS 2 years of job related experience as defined below.

Job Related Experience: Experience as a technician, instructor, inspector, or mechanic in electronics, electricity, engineering, communications, in occupations such as Fernmeldeanlagenelektroniker,Fernsehtechnik und elektronische Medien, Elektromaschinenbauer, Elektromechaniker, or in a similar occupation. The experience must show progression in theoretical and practical knowledge of electronic theory, function, operation, and capabilities of electronic equipment used in this position.


• Office automation skills are required.


LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level B2 AND German Language Proficiency level B2 required.
