Full Time or Part Time: Full_Time

Description for Candidates:

1. Serve as responsible charge engineer for overall project management. Coordinate and communicate with contract engineering staff, local governments and other agencies. Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

How you will contribute:
2. Communications: Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.
3. Facilitate Section Improvement: Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.
4. Leadership and Program Support: Provide leadership and direction to to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.
5. Management Reporting: Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.
6. Project Controls and Management of Design-Build and Construction Projects: Apply project management methodology to meet programmed scope, schedule and budget objectives for assigned projects. Use project management process of initiating, planning, controlling, executing and closing throughout design and construction. Develop and maintain up-to-date project work plans and schedules with project team input to ensure scheduled project key events and activities are completed on time.
7. Project Documentation: Ensure project team members provide project data input into tracking systems. Determine cause of schedule delays or problems; recommend and implement solutions. Manage project budget and is responsible for maintaining budget utilizing project management applications to ensure project meets budget objectives. Ensure VDOT and contractor adhere to construction and, or design-build contract. Manage change order negotiations.
8. Project Management and Communication: Manage communication and coordination between project team members and stakeholders. Advise District and Central Office project sponsors on significant issues affecting programmed schedule milestones, budget objectives and project team performance. Establish and maintain communications and close working relationships with project team members ensuring project information is disseminated. Schedule and coordinate project team meetings and milestone reviews by project development process ensuring coordination of concurrent project activities. Report overall project progress to project sponsor and VDOT's senior management and other key stakeholders. Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.
9. Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
10. Team Leadership: Supervise team of engineers and technicians. Assign projects and task, monitor work progress and provide guidance. Promote training and development opportunities.

25. Comprehensive knowledge of roadway engineering design and state and federal standards related to highway design and construction.
26. Comprehensive knowledge of transportation construction principles and practices, transportation project management, quality assurance and control methods.
27. Considerable knowledge of preliminary engineering and construction activities.
28. Knowledge of VDOT policies, procedures and practices related to transportation engineering.
29. Knowledge of civil engineering principles and practices as they relate to transportation and highway engineering.
30. Knowledge of local, state and federal transportation rules, regulations, specifications and standards.
31. Knowledge of project management practices and principles.
32. Knowledge of strategic, operational and financial management principles, practices and techniques.
33. Knowledge of supervisory principles and practices to include performance management and discipline.
34. Skill in leadership coaching, counseling and training others in effectively planning and scheduling work of diverse teams.
35. Skill in negotiating.
36. Skill in providing and promoting good customer service to internal and external customers.
37. Skill in recognizing employee development needs and facilitating development plans to enhance employee performance.
38. Skill in the application of time management principles and practices.
39. Skill in the use of computers and software applications to include engineering software and analysis tools.

Minimum Qualifications:
40. Ability to communicate effectively both orally and in writing with diverse groups.
41. Ability to oversee construction activities for multiple projects of varying complexity as Engineer-in-Responsible-Charge.
42. Ability to supervise staff, programs and budgets.
43. Degree in Construction or related field.
44. Experience applying federal, state and local transportation rules, regulations, policies and practices.
45. Experience applying roadway engineering design and state and federal standards related to highway design and construction.
46. Experience in preliminary engineering and construction activities.
47. Skill in the use of computers and software applications to include engineering software.
48. Valid Professional Engineer's license.

Additional Considerations:
49. Experience managing total operation of projects with significant value.
50. Progressively responsible experience managing complex projects in the transportation engineering and construction industry.
