Hauptaufgaben Plans and carries out projects and studies to identify and resolve problems pertaining to the host nation employee program areas including position management and classification, recruitment and placement, performance management, incentive awards, and other special programs. Has specific program responsibility for implementation of an effective host nation employment program in any one or more of the program areas cited above. Continually monitors and reviews assigned region-wide HR management program areas. Develops guidance, procedures, and standards for new and/or changing program areas. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are therefore fully supportive of IMCOM-Europe mission requirements. Analyzes and evaluates program execution at subordinate installations; recognizes problem areas; and originates solutions to complex and unusual issues. Research host nation HR laws, policies, regulations, and reference material, analyzes information, selects appropriate approach and recommends corrective action. Provides technical advice and assistance to all levels of management officials within IMCOM-Europe on complex human resources management issues or problems affecting the civilian workforce. Analyzes host nation HR programs to determine the needs of IMCOM-Europe. Obtains necessary information through site visits, reports, review of known or suspected problem areas and other appropriate sources. Translates findings into specific corrective action including new or revised program requirements or guidance, training, or other appropriate measures. Provides feedback and follow up to ensure completion of required action. Prepares and presents reports and briefings on program status and/or recommends action to key IMCOM-Europe staff elements. Plans and drafts Host Nation human resources management policies and guides to meet the needs and goals of the IMCOM-Europe Region. Keeps management and operating officials informed of status and changes in policies/procedures affecting program areas. Reviews and studies regulations, standard procedures, and guides from DA, HQ IMCOM, host nation governments, and other requirements to determine the best methods and techniques to be practiced in meeting these needs. Provides advice on policy, directives, and guidelines on a full range of matters pertinent to assigned functions. Recognizes recurrence of highly controversial problems. Recommends or proposes new or revised command or higher echelon approach. Anticipates problems that management may encounter and accomplishes preventive HR management projects to best serve management's goals. Keeps abreast of new developments and regulatory guidance from HQ IMCOM and higher authorities and provides interpretative guidance to IMCOM-Europe management and operating officials. Prepares and presents reports and briefings on program status and/or recommended actions to appropriate individuals. Visits activities throughout IMCOM-Europe to assist operating personnel and management officials as requested or as determined necessary by superiors. Provides input to responses to congressional inquiries, Army Audit Agency reports, IG Inspections, DA and OPM surveys, etc., regarding policies and practices Provides advice and guidance to the Director, IMCOM-Europe, and his/her staff and to subordinate garrison commanders on host nation human resources management issues. Furnishes suggestions and recommendations having major effect on the courses of action taken; promotes an understanding and acceptance of human resource management concepts, techniques and procedures through daily contacts with headquarters staff elements and through discussions with parties concerned. Is the principal advisor on German Labor Law, Personnel Representation Law, and tariff to the Director, IMCOM-Europe. Assists the representation of the command in German labor courts and at USAREUR-AF level when appeals are being discussed with USAREUR-AF Head Works Council. Keeps abreast of national, regional, and local political issues that could affect political acceptability of IMCOM-Europe's presence and activities. Provides early warning of major developments of events planned by garrisons to host nation officials, and vice versa. Alerts IMCOM-Europe region and garrison staffs to politically sensitive issues, events, and situations and suggests strategies to gain host nation understanding of the reasonableness and necessity of IMCOM-Europe requirements or to mitigate official or public opposition to U.S. Forces actions or plans. Provides political risk analysis to IMCOM-Europe leaders and subject-matter experts. Facilitates communications and conduct of politico-military business between IMCOM-Europe, USAREUR-AF, and civil government authorities. Reports formal and informal communications with and maintains day-to-day relations with host nation governments and represents the Region Director to highest German municipal and regional officials at meetings, ceremonies, and official and unofficial social occasions of significance to German American relations. Serves as secretariat for bilateral government-relation institutions and participates in activities of special bilateral institutions whose activities have political ramifications (e.g., German American Environmental or Accommodations Committees). In Germany, maintains liaison with USAREUR-AF USFLOs and garrisons on issues that have national significance or that require higher government involvement for resolution. In Italy, the Netherlands, and Belgium, maintains working knowledge of political systems and political risk, and cultivates U.S. stakeholder networks with pertinent subject-matter experts to provide accurate and succinct recommendations to the Region Director in matters regarding those countries.
