Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven MILDEC (Military Deception) Planner to support APOLLO/OPIAS in Tampa, FL. This role involves supporting joint Information planning efforts at a Combatant Command headquarters as part of Operations in the Information Environment (OIE). The ideal candidate will have a top-secret/SCI clearance and be a seasoned professional capable of synchronizing deception operations with multi-domain information capabilities. This position is on a future contract pending award announcement.

Key Responsibilities:
22. Develop and integrate deception objectives, narratives, and supporting CONOPs that align with the commander’s intent and the broader OIE campaign.
23. Analyze enemy decision processes (e.g., OODA loop) and intelligence collection systems to identify exploitable vulnerabilities.
24. Craft believable, sensor-verifiable deception narratives supported by operations and activities.
25. Provide Integration with Information Forces ’IRCs’: Coordinate deception effects with OPSEC, MISO, Cyber, and EW.
26. Ensure all deception plans are synchronized with real operations, with coordination across OPSEC and Intel (J2).
27. Monitor adversary behavior via intelligence capabilities, evaluate success using MOP/MOE, and refine plans accordingly.
28. Provide direct liaison and integration with CCMD staff, subordinate units, and JIIM partners, ensuring all deception operations support overarching strategic mission sets
29. May require CONUS/OCONUS travel and occasional shift/weekend responsibility
Basic Qualifications:
30. Bachelor’s degree plus 8+ years of MILDEC strategic/operational planning experience
31. One or more of the following Courses:
Joint Military Deception Training Course (JMTC)
Service Level MILDEC Course
MILDEC Theater Operations Course (MDTOC)
32. Expertise in the Joint Operations Planning Process (JOPP)
33. Experience drafting MILDEC plans, orders, and strategy assessments
34. Demonstrated ability to perform at a strategic/joint level with minimal guidance
35. Expert oral and written communication skills; ability to represent CCMD in interagency environments
36. Active DoD TS/SCI clearance with ongoing eligibility
Preferred Qualifications:
37. Graduate-level education in strategic communications, IO, or national security
38. Experience working with Special Access Programs (SAP) or Special Technical Operations (STO)
39. Operational experience in CENTCOM, INDOPACOM, or AFRICOM AORs
40. Experience at the CCMD or Joint Staff level
41. Familiarity with HUMINT or Counterintelligence integration

Pay Range:
Pay Range $89,700.00 - $162,150.00
