The Human Resources Specialist provides general administrative support to Human Resources.

ESSENTIAL FUNCTIONS:
1. Provides general administrative support to the Human Resources Department. Duties include but are not limited to preparation of forms, letters, memos, ordering equipment and supplies, answering phones, providing information, answering questions, transferring calls, and taking messages as appropriate; greeting and assisting customers who come into Human Resources.
2. Assists the Safety team in running driver license checks. Maintains filing system for injuries and property claims. Support the safety team as needed.
3. Assists in coordinating and conducting new employee orientation, including completion of required onboarding paperwork. Reserving and scheduling classrooms, ordering supplies, and assigning LMS user access.
4. Record/information management to include creating and maintaining employee files, responding to open records requests, and administration of records retention, including tracking and facilitation of the destruction of documents according to the retention schedule.
5. Processes purchase orders and reconciles MasterCard statements.
6. Makes travel and training arrangements to include registration, hotel, and air reservations as necessary.
7. Assists with the coordination of employee events and committees.
Performs a wide variety of HR duties, which may include assisting the department in the following areas, depending on assignment.
8. Safety - Assists the safety team on running pre-employment and annual driver license checks. Maintains list of CDL holders. Maintains filing system for injuries and property claims. Maintains and tracks safety training attendees.
9. Employment – Maintains HRIS system to include processing new employees, updating information, and running reports; Responsible for candidate employment verification; Runs background checks and Driver’s License checks; Coordinates departmental records management for employees.
10. Training – Assists with scheduling and coordination of training program, including reserving classrooms, preparation of materials, and tracking of attendance. Provides administrative support for Learning Management System users.
11. Tuition Reimbursement – Processes employee tuition reimbursements through the HRIS system by verifying policy requirements.
12. Billing & Budget – Creates departmental purchase orders; creates budget reports and reconciles departmental budget; Handles departmental billing.
13. Civil Service – Assists with the coordination of Civil Service testing, pre-employment, and promotional processes for sworn police and fire personnel; Assists with scheduling of Civil Service Commission Meetings; Provides administrative support to the Civil Service Director.
14. Benefits & Wellness – Provides administrative support for the Benefit and Wellness Program; Answers general benefit and leave questions.
15. Provides quality customer service to city staff, the public, and all other work contacts.
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines
High school graduate or its equivalent plus three (3) years of administrative or human resources experience.
Additional education may substitute for experience up to three (3) years.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.

Hiring Range: $23.44 - $29.36, hourly.
