Responsibilities The primary purpose of this position is to serve as MAJCOM Special Access Program (SAP) Security Specialist with oversight for MAJCOM and subordinate Wing Security Specialists and security programs. Provides personnel, operations, automated information systems, industrial, information, physical and communications security program functions in support of USAF, DoD, and national level special access programs (SAPs) within the Headquarters United States Air Forces Europe and United States Air Forces Africa (USAFE-AFAFRICA). Serves as subject the matter expert and security advisor to senior MAJCOM and subordinate Wing leadership on USAF, DoD, and National level SAP policy and management. This expertise includes extensive working knowledge in a multitude of security disciplines to include personnel, operations, Automated Information Systems (AIS), industrial, information, physical, and communications security. Duty 1: Interprets and administers the overall Security Program for Special Access Programs (SAP) as designated by the Secretary of Defense. Serves as a security professional for the secure development, testing, fielding, and protection of advanced and special access program technologies supporting two US Combatant Commands. Duty 2: Implements and administers the SAP personnel security program. Implements DoD, USAF, DIA, and MAJCOM policies and directives for personnel security to ensure not only US national policies are implemented, but also that accommodations are made for national specific security requirements, as well as requirements driven by multiple nations sharing SAP facilities. Duty 3: Implements and administers the SAP Information Security program. Implements DoD, USAF, DIA, and MAJCOM policies and directives for information security. Coordinates with security experts to ensure not only US national policies are implemented, but also that accommodations are made for national specific security requirements, as well as requirements driven by sharing facilities. Duty 4: Implements and administers the SAP Physical/Industrial/OPSEC Security programs. Implements DoD, USAF, DIA, AFOSI/PJ, and MAJCOM policies and directives for the construction, protection, and operation of advanced programs SAP facilities (SAPFs). Provides oversight of all SAPFs to include those that are Air Force real property but operated and maintained by contractors (GOCO). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes 1) Using knowledge of security concepts, principles, and practices within various special access program security disciplines, under the DODM directives (personnel, physical, information, AIS, industrial, OPSEC, and COMSEC). 2) Developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization. 3) Applying knowledge of clearance adjudication process and what constitutes derogatory information and using a working knowledge of procedures, forms, information and confidentiality requirements related to sensitive personal information to request security investigations. 4) Applying advanced-level knowledge of one or more automated databases and software application associated with a specific security function to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the unit mission; and produce a variety of documents and reports. 5) Providing competent, professional and effective guidance to customers. 6) Establishing professional working relationships with higher headquarters, coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge and experience dealing with a wide range of SAP disciplines and sensitive compartmented information (SCI) security concepts, programs, procedures, and practices to independently evaluate and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 3. Knowledge of multiple automated databased and software applications associated with a specific security function such as the JADE security database, to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understand of unit missions, and produce a variety of documents and reports. 4. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. This includes the ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution. 5. Ability to plan, organize work, and meet deadlines while consistently providing competent, professional, and effective guidance to customers and communicating orally or in writing, clearly, concisely, and accurately. Other significant facts pertaining to this position are: 1. Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) and multiple SAPs. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. The employee may be required to take a random counter-intelligence scope polygraph and submit to additional background checks as a condition of employment and/or continued access to SAPs. Employee may be required to file a financial disclosure statement. 4. The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a cell phone or beeper. 5. The position requires the ability to perform physically arduous work such as climbing into false ceilings and crawling under false floors during physical security inspections. 6. The work requires the employee to drive a motor vehicle. A valid driver's license is required for the position. 7. Knowledge of computer systems and programs such as Outlook, Access, Word, PowerPoint, and Excel is highly desired. 8. The employee may be tasked to deploy during exercise or real-world contingencies to support the unit's operations. Deployed locations may be austere bases with various physical demands associated with maintaining living and working conditions. 9. Work may occasionally require travel away from the normal duty station on military or commercial aircraft or by any other designated means. 10. Considerable knowledge and experience in personnel, information, and physical security is critical to this position. Specific knowledge and experience with special access program (SAP) security procedures are also critical. 11. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification (SAPPC), and Special Program Security Certification (SPSC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
