Hauptaufgaben

The primary purpose for the establishment of this job is to serve as Transportation Assistant for an assigned AFSB/LRC having responsibility for serving as (1) the on-site Contracting Technical Officer Representative (CTOR) for the DTMO Travel Services Contract, and (2) an authoritative source within the organization for resolving, clarifying, or providing information on issues involving entitlements and customer rights relative to official passenger services. As designated, performs the following major duties:

Serves as Assistant Contracting Officer's Representative

- Within the limitations imposed by the CTOR appointment letter, serves as a representative for the U.S. Government to ensure that the passenger travel services provided to assigned AFSB/LRC by contractor personnel are properly administered and performed IAW the terms, specifications and conditions of the DTMO Travel Services Contract, and applicable laws, statutes, and regulatory guides. Applies the legal and operational fundamentals of contract supervision which include, but are not limited to, contract surveillance and quality assurance to ensure the contractor is in compliance with the terms of the contract. Maintains an in-depth knowledge of and a copy of the DTMO Travel Services Contract pertaining to passenger services and related contractual documents. Monitors, inspects, analyzes and evaluates passenger travel services in assigned AFSB using a wide variety of surveillance methods and procedures (e.g., random sampling, planned sampling, quality audit, inspections, validated customer complaint, and/or checklist inspection) to assess the quality, efficiency, and timeliness of contractor performance. Conducts assistance visits and performs inspections in relation to AFSB functional requirements and specific official travel services contract language. Provides reports and surveys detailing contractor performance. Documents observations, noted defects, and other pertinent inspection/audit findings and reviews/analyzes data. Subject to reviews of reports and surveys, recommends corrective action remedying noted contractor deficiencies and discrepancies. Develops specific recommendations to the ITO, the AFSB CDR/LRC Director, and the PCOR for resolution of government/contractor disputes over policies and procedures improving contractor performance. Applies the terms and conditions of the contract, the contractor's Quality Control Program, and the government's Quality Assurance Surveillance Plan to identify ASG/BSB deficiencies, areas of concern or those requiring negotiation, and matters requiring government action. Conducts systemic analysis of contractor responsiveness. Stays abreast of changes within the travel industry and regulatory environment to assure contractor compliance. Performs the work independently, cataloging and consolidating contractual disagreements and areas of noncompliance, results of community assessments, proposed claims, and reports of contractor performance or noncompliance for action or determination of fee.

- Maintains accurate and complete records of surveillance data, reporting systems, and other documentation required by the terms of the contract. Analyzes records as necessary to evaluate contractor performance. Provides the ITO and the ODCSLOG PCOR detailed analysis of contract performance prior to exercise of each option period specified in the contract based on delivery of official travel services. Provides oral presentations and information to AFSB commanders and staff, as appropriate.

- Analyzes contractor operations. Conducts operational reviews to recommend more effective and economical means of providing transportation to passengers on official travel. Identifies travel service enhancements within the capability of the contractor and proposes contract modifications through the appropriate AFSB ITO/Commander to the DTMO PCOR. Ensures contractor's automation, accounting, and reporting systems meet state-of-the-art requirements and other stipulations of the contract.

- Reviews contractor and Government Travel Account (GTA) monthly payment billing reconciliation performance and DTMO official travel fee payment data. Reviews performance of contractor GTA monthly payment billings' distribution, performs review and certification of GTA billings. Prepares the internal and external Standard Operating Procedures to ensure clear guidance is given to the customer. Reviews contractor's fee payment data to ensure concession fees legitimately reflect gross sales, performs statistical sampling, and develops required documentation to submit proposed fee distribution and payment decisions, including justification for adjustments, ICW the AFSB ITO, as appropriate, to the DTMO PCOR. Acts as primary technical transportation travel advisor to the ITO, LRC Director and DTMO PCOR in negotiating contractor and government claims and contract modifications covering the full range of commercial passenger travel services within the AFSB. Submits written recommendations for resolution of contractor performance addressing deficiencies from a business and legal perspective.

Clarifies and Resolves Entitlement and Customer Rights Issues.

Serves as an authoritative source within the AFSB (on-site with the Contractor) to respond to inquiries regarding entitlements and customer rights for performing official Government travel. Clarifies, provides information, and resolves issues presented by the customer, contractor, or AFSB leadership on a wide variety of circumstances/conditions relative to official passenger travel. Researches and applies pertinent DoD, DA, and other federal/legal guides to raised issues. Provides verbal and written responses. Acts on behalf of the ITO and LRC Director to resolve entitlement inquiries authorized in compliance with the Defense Travel Regulation (DTR), the Joint Travel Regulation, Army Regulation 55-46 and individual travel orders.

Operates a motor vehicle to drive to and from travel services sites. Drivers license class B required. Needs to be able to obtain and maintain a USAREUR drivers license.

Performs other duties as assigned.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.

E&T Level III: 2 years of creditable experience as defined in B below.

E&T Level IV: 1 year of creditable experience as defined in B below.

E&T Level V: No additional experience required.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

• Applicants must be in possession of a German driver's license class B, and able to obtain and maintain a military driver's license.
• Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency level B2 AND German Language Proficiency level B2 required.

This is a permanent full-time position (38.5 hrs./week).
