Key Responsibilities and Expectations
* Spearhead the digital transformation of HR processes by implementing an innovative HR ERP platform.
* Conduct comprehensive analysis of HR and payroll modules to identify areas for improvement.
* Design, develop, and maintain rules-based payroll calculation systems for salaries, allowances, deductions, and indexation.
* Oversee data migration and integration into the new HR ERP system, ensuring seamless connectivity with partner systems.
* Collaborate with cross-functional teams (HR and IT) to implement new functional and technological requirements.
* Perform thorough testing, documentation, and user training to ensure a smooth transition.
* Monitor regulatory and legal developments affecting HR and payroll practices.
Essential Skills and Qualifications
* Bachelor's degree in Information Systems, Business Informatics, or a related field.
* Proven experience in analysis and development within HR/payroll environments.
* Strong knowledge of German payroll regulations and/or public-sector frameworks.
* Proficiency in query and scripting languages (SQL, reporting tools).
* Familiarity with HR processes (career management, working time, absences, training).
* Excellent analytical skills, attention to detail, and strong documentation discipline.
* Fluency in English and German; knowledge of Luxembourgish and/or German is considered an asset.
The successful candidate will be hired as a public employee under a permanent contract. Prior to the conclusion of the contract, the candidate must submit proof of their conduct and integrity.
