Project Procurement Manager - Offshore Wind Installation
[Jack-up, HLV), lifting equipment, and related engineering service providers in the European offshore market. Complete the supplier onboarding process to ensure compliance with European market standards (e.g., Technical Solution Alignment: Communicate Goldwind offshore wind turbine specifications to potential subcontractors through technical specifications (Scope of Work). Review subcontractor-submitted plans, including port storage and handling procedures, marine transportation and installation (T&I) methodologies, offshore lifting calculations, and sea-fastening schemes, ensuring they meet European technical standards
# Port Fit Analysis: Assess infrastructure, operational capabilities, throughput, and potential partners of key European offshore wind ports. Establish and maintain a port resource database, assessing feasibility for transporting and pre-assembling various turbine models to support site selection and subcontracting strategy
# Vessel-Fit Analysis: Assess whether the parameters of lifting vessels, jack-up platforms, and other equipment provided by subcontractors meet the specific requirements of the project site (water depth, seabed geology) and the wind turbine generators (hub height, unit weight)
# Analyze the construction sequence logic considering the limited weather windows for offshore operations in Europe, ensuring adherence to European safety and environmental standards
# Tendering and Negotiation: Lead the tender process (RFQ/RFP) for offshore installation and lifting contracts. Industry Experience: Proven experience in offshore wind turbine installation, heavy lift of large offshore structures, or site management for offshore projects. Familiarity with European offshore standards and regulations
# Communication Skills: Ability to translate complex technical requirements of wind turbines into actionable engineering language for subcontractors.
