Hauptaufgaben
Serves as Maintenance Technician using the current STAMIS (Standard Army Management Information System) for Maintenance Activity Vilseck including various outposts within the Supply or Production Control section. Incumbent works under the general supervision of the production control or section supervisor is expected to exercise independent judgment and initiative in coordinating the work, establishing routine priorities, and sustaining ongoing programs including supply management and related processes. Applies knowledge of maintenance procedures and shop supply regulations, following directives and technical publications governing maintenance control and accountability of CLII & CLIX repair parts. Reviews documentation against standard operating procedures and regulations pertaining to maintenance production control and shop supply transactions, issue, inventory receipt and turn in. When necessary, conducts research on inventory discrepancies. Initiates and maintains standard reports applicable to Production Control and supply transactions for the organization.
Receives maintenance requests, reviews maintenance for procedural compliance, verifies data, assigns work order number, determines and assigns cost account and work center codes. Assigns work to appropriate shop(s) based upon commodity. Monitors and analyzes data, to include inspection worksheets, parts requests, repair codes, parts list, man hours utilized by individual and work center, equipment status changes and updates appropriate work order records. Performs various maintenance personnel actions including on- and off boarding of personnel, assigns shift plans and maintains personnel records. Enters daily manhours (productive and non-productive) for maintenance personnel assigned in GCSS Army, if applicable. Prepares all required operational reports. Receives work regarding special projects, to include items that require particular attention, courses of action, priorities, and target dates for completion. Performs research on special projects that require review and research for delinquent issues and turn-ins. Opens and closes work orders and initiates movement or relocation of equipment upon repair to the respective customer. Recommends program reductions on items under control due to lack of manpower, parts, or reasons which precludes the accomplishment during current fiscal year. Identifies potential carry over work and determines the monetary impacts with anticipated reduced costs in the preceding fiscal year. Controls production cost reports a/o projects, data for future programs. Based on program work authorizations received from higher headquarters and the 21st TSC establishes and controls long, intermediate and short-range production schedules. Controlling entails repair of automotive equipment, combat vehicles, general and construction equipment, missile systems and associated ground equipment. Coordinates with respective shop supervisors the existing man-hour capacity to establish detailed shop production load. Maintains and controls data and information necessary to compare the provided funds and cost requirements. Assists higher HQ in planning of various maintenance on- and off-site missions (ADR, Port, Welding Support) and provides relevant data pertaining to the mission as requested by the customer and/or higher echelons.
Reviews and analyzes local policies and procedures with a view toward enhancing operational effectiveness for shop supply operations. Ensures that operational policies, procedures and guidelines are coordinated with overall program, plans and objectives. Reviews shop supply program operations to determine overall effectiveness and compliance with applicable laws, regulations, agreements and policies. Maintains a thorough knowledge of regulations and directives governing assigned subject areas to meet requirements and controls established by higher authority. Discusses scope and complexity of the various administrative and technical aspects of supply operations with individual supervisor to determine applicability to mission assignment. Coordinates with other organizations to correct wrong information entered making updates to the system. Notifies the supervisor of procedures requiring further study, revision or coordination with other organizational elements. Recommends changes in policies and procedures to assure that records are maintained properly relative to the receipt, storage, use; disposition; and that accounting conforms to prescribed procedures. Identifies and compiles statistics, prepares reports on program effectiveness, trends analyses, projected workloads and discrepancies. Reviews loss and gains based upon Global Combat Support System – Army (GCSS-A) and other documentation to determine scope and complexity of corrective action required. Receives, stores and issues repair parts and materials; checks incoming supplies for quantity and condition, compares identifying information on original pack or individual items with supporting supply documents, records quantities received and signs receiving documents. Stores supplies in appropriate storage spaces and locations. Participates in loading, unloading, unpacking and carrying of supplies and materials. May operate a 7.5-ton truck to pick up parts at the local RSSA. Performs quarterly physical inventories and spot-checking to ensure the correct type and quantities are being counted. Research discrepancies found based upon material inventories and compiles information necessary for use to support inventory adjustment reports (IAR's)to correct records. May operate a forklift to support daily supply operations if applicable. Conducts extensive research in accountable records to confirm all actions pertinent to receipt or shipment. Initiates fabrication or local purchase of parts based on unfavorable supply status. Consults Item Managers, monitors and controls cost progression of items under repair. Alerts supervisors in case of problems which are beyond their purview. Investigates problem areas and initiates or recommends corrective actions. Monitors and controls the status of repair parts for items with long estimated ship dates. Maintains and controls data of unserviceable assets to manage turn ins.
Coordinates with units and the Movement Control Office (MCO) inbound and outbound movements of equipment with shop sections, notifies and complies reports for higher headquarters. Controls and manages the parking system of customer equipment, if applicable. Assigns and secures keys for customer equipment to maintain control of storage and fenced areas of the organization. Upon arrival coordinates with the transporters the signature of receipt via Freight Warrant or Bill of Loading. When necessary, hands over documents prepared by the local MCO (AE Form 302, customs and other documents). Sharing common knowledge and experience of GCSS-A operations with internal and external customers to enhance efficiency and work force competence. If applicable, assists in training of newly hired supply and production control personnel and shares common operational knowledge

C-5:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below.
E&T Level III and above: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.
Applicants must be in possession of a German driver's license class B.
Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.

This is a permanent fulltime position (38.5 hrs./week).
If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
