Angestellte/r (Wohnungswesen) Grafenwoehr, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as a Housing Management Assistant in the Housing Division at an Army garrison responsible for direct, on-site customer service support, assignment and termination inspections, housing allowances determination and Housing program administration in support of Army Family Housing (AFH) (government-controlled housing both on-post and off-post leased) including General/Flag Officer Quarters (GFOQ), Private Rental Housing (PRH), Housing Services Office (HSO), Unaccompanied Housing (UH), and Furnishings Management programs while utilizing the automated enterprise Military Housing (eMH) database. Communicates with customers, both orally and in writing, and provides accurate policy information utilizing operating procedures and Housing Regulations. Operates other automated systems to perform the housing mission, as required. For in/out-processing: Independently reviews permanent and temporary change of station travel orders, obtains pertinent information from Soldiers, Civilians and Family Members, and uses other data systems required to process Housing applications for on-post (AFH/UH) and/or off-post housing. Determines applicant's eligibility for housing, the appropriate eligibility date, number of bedrooms authorized, calculates waiting time for on-post (family/unaccompanied) housing, or availability of private rental housing (PRH) requiring in-depth knowledge of housing regulations and policies. Determines when quarters are not available and prepares certificates of non-availability (CNA) as applicable using (eMH) database. Coordinates with General Officers, Command Sergeant's Major and other key and essential (K&E) military and civilian personnel to determine housing requirements when applicable. Reviews in/out-going requests for temporary lodging allowance (TLA) eligibility, determines if justification for extensions submitted by members are acceptable, and prepares TLA certificates for the servicing finance office. Prepares cash collection vouchers, statements of charges, or initiates Financial Liability Investigation of Property Loss (FLIPL) reports, as required. Responds to telephone, e-mail and in-person inquiries including a customer service desk type operation. Maintains the Army system of record database related to housing. AFH/HSO/UH: For AFH: Explains applicable Housing and relocation regulations, and counsels customers on housing assignment and installation policies. Determines eligibility for Housing, eligibility date, bedroom and grade and adds applicants to the appropriate waiting list in the Army database. Issues Housing Offer letters and when accepted, assigns new residents to housing and completes associated documents, including host nation specific documents where applicable, to finalize this process. Prepares and submits Housing assignment & termination orders to servicing finance office to start/stop Housing Allowances. Schedules and performs change of occupancy inspections, such as assignment, pre-final, and termination inspection of units. Performs facility maintenance and cleanliness inspections and determines fair wear, and tear or occupancy damages, counsels occupants on responsibilities regarding occupancy and procedures. Maintains key accountability in accordance with applicable Army Regulations. Operates the automated General/Flag Officer Module (GFOM), as required. Prepares correspondence and reports for signatory approval of branch/division chief or higher, as required. Provides timely updates to the Army system of record (eMH) ensuring accurate tracking of occupancy and change of occupancy data. For HSO (PRH): Inspects off post private rentals and determines adequacy, habitability, and suitability of rental properties as a listing for referral to Soldiers, Family Members or Army Civilians. Collaborates with prospective property owner landlords and rental agencies to promote US housing requirements. Briefs and counsels active duty, accompanied and unaccompanied Military as well as DoD Civilians, and/or Family members transferring to the installation who seek assistance in locating PRH within the local area. Explains host nation specifics, rental laws and rental contracts, including military clause, insurance requirements, utilities, security deposits, damages, pets, and how to prepare a notice of termination. Requiring in-depth knowledge of local rental law and policies. Coordinates and attends appointments, and provides language translation with prospective landlords and tenants, assisting in rental negotiations, preparing private rental contracts and related host nation specific documents. Schedules and attends in-check appointments, as required. Provides guidance and determines customer eligibility for Overseas Housing Allowance (OHA) and Move-In Housing Allowance (MIHA Miscellaneous, Rent and Security). Completes OHA and MIHA forms, obtains signatures from the appropriate approval authorities and submits to the servicing finance office. Provides translation assistance to tenants with utility bills and other housing related matters. Serves as a point of contact for real estate agents, landlords and/or property managers. Provides assistance to customers with the preparation of termination notices and schedules termination inspections and/or attends termination inspections on site with the landlord or rental agency, as required. Receives, investigates and mediates rental complaints by and/or between landlords and tenants, utility companies, and follows through to completion. Provides solutions for resolution of complains or issues arising from landlord/tenant relationships. For UH: Explains applicable regulations, housing assignment and installation policies for Unaccompanied Officer (UOQ)/Senior Enlisted Quarters (SEQ). Explains applicable Housing and relocation regulations, and installation policies. Independently determines eligibility for Housing and adds applicants to the appropriate waiting list (if applicable) by determining their eligibility date. Issues Housing Offer letters and when accepted, assigns new residents to UH and completes associated documents, including host nation specific documents where applicable, to finalize this process. Prepares and submits Housing assignment & termination orders to servicing finance office to start/stop Housing Allowances. Counsels occupants on responsibilities regarding occupancy and procedures. Schedules change of occupancy inspections, such as assignment, pre-final, and termination inspection of units. Performs facility maintenance and cleanliness inspections and determines fair wear and tear or occupancy damages. Maintains key accountability in accordance with applicable Army Regulations. Prepares correspondence and reports for signatory approval of branch/division chief or higher, as required. Updates the Army database (eMH) ensuring accurate tracking of occupancy and change of occupancy data. Assists with providing oversight of all UH related activities, including utilization and day-to-day operations. Processes and tracks CNAs. Oversees Army Barracks Management Program (ABMP) with local military units and provides assistance IAW current regulation and policy. Provides housing/furnishings training to Soldiers as assigned to the ABMP on the operation and use of the barracks. Advises unit leadership with roles and responsibilities of the ABMP and participates in periodic stakeholder meetings. Supports assignment and termination of rotational troops to barracks IAW regulation and local policies, as required. For Furnishings Management: determines eligibility, authorization and quantity of government furnishings (furniture and appliances) to be issued to Soldiers and Families living in AFH, UH, PRH, and GFOQ to include Special Command Positions. Prepares issue/turn-in supply documents and schedules delivery and pick-up with drayage and appliance contractors in eMH. Accounts for furnishings by issuing accurate hand receipts in accordance with supply and housing regulations. Monitors expiration dates for loaner furnishings and that it is returned in a timely manner IAW established regulation/policy. Performs other duties related to the position as assigned.
