Job Title

Head of Construction – Germany

Company: Arrow Capital Partners

Location: Germany (Düsseldorf)

Reporting to: European Head of Development

Contract: Full-time, permanent

About the Company

Arrow Capital Partners is a private real estate investment firm focused on value-add and repositioning strategies across equity and debt. The firm operates with a hands-on, entrepreneurial approach and manages a significant portfolio across Europe and Asia-Pacific.

In Germany, Arrow is actively expanding its development platform, with a strong focus on industrial and logistics assets, including its €3bn SIRE strategy. To support this growth, the firm is seeking a senior construction professional to lead delivery across the German portfolio.

The Role

The Head of Construction will be responsible for the technical leadership and delivery oversight of Arrow’s development projects in Germany. The role covers a pipeline of assets with individual project values ranging from approximately €5 million to €80 million GDV, primary new-build industrial developments, with some large refurbishments and extensions.

This is a senior client-side role. You will not act as the day-to-day Project Manager, but will appoint, manage, and challenge external Project Managers and consultants to ensure projects are delivered in line with programme, budget, and institutional exit requirements. You will also work closely with the Investment Team, providing technical input on new acquisitions and development strategies.

Key Responsibilities

Project Delivery

•Take full accountability for the delivery of all German capital projects from early concept through to practical completion.

•Lead pre-construction activities, including the appointment of design teams, external Project Managers, and specialist consultants.

•Oversee permitting, procurement, and tender processes to ensure appropriate scope, risk allocation, and value for money.

•Act as senior client representative during construction, monitoring performance against programme, cost, and quality benchmarks.

•Identify technical, planning, and commercial risks early and implement mitigation strategies.

•Review and approve construction budgets, variations, and monthly drawdowns in coordination with Asset Management and Finance.

•Ensure the delivery of best-in-class, sustainable industrial and logistics assets, with responsibility for driving design and construction outcomes aligned with recognised certification standards, including DGNB.

Investment & Acquisition Support

•Lead Technical Due Diligence for new acquisitions, reviewing reports, identifying CAPEX requirements, and highlighting development risks.

•Support underwriting by validating construction cost assumptions, phasing, and delivery timelines.

•Identify opportunities for value creation through targeted capital expenditure and repositioning strategies.

Stakeholder Management

•Manage and assess the performance of external Project Managers, General Contractors, architects, and engineers.

•Coordinate with tenants and occupiers during construction and fit-out phases to support smooth handovers.

•Provide clear and structured reporting to the European Head of Development on project status, cash flow forecasts, and critical path items.

Experience & Qualifications

•Degree in Civil Engineering, Architecture, Construction Management, or Quantity Surveying.

•Approximately 10–15+ years’ experience in the German construction and real estate market.

•Strong track record delivering commercial developments; industrial and logistics experience is highly advantageous.

•Experience acting in a client-side or developer role is preferred, though senior candidates from PM consultancy or contractor backgrounds will be considered where commercial capability is demonstrated.

•In-depth knowledge of German planning regulations, building standards, and contractual frameworks (VOB / HOAI).

•Strong understanding of current construction costs and procurement strategies.

•Native or fluent German and business-fluent English are essential.

Personal Attributes

•Commercially minded with a pragmatic, hands-on approach.

•Comfortable working autonomously within a lean, entrepreneurial environment.

•Strong negotiation skills and the confidence to challenge external partners constructively.

Salary & Benefits

•Competitive salary

•Discretionary performance bonus of up to 30% of base salary.

•Standard German benefits package, 28 days annual leave and car contribution
