The Head of Office of Airworthiness is responsible for ensuring compliance with all airworthiness and environmental requirements in development operations in accordance with EASA Part 21. The position coordinates type certification with aviation authorities, ensures compliance with documentation requirements, and advises the organization on all matters relating to airworthiness and certification procedures.
THE ROLE
Regulatory coordination and communication with authorities
1. Coordination and cooperation with the relevant aviation authorities on all matters relating to type certification and approval
2. Coordination of type certification procedures and processes with the authorities
3. Coordination of continued airworthiness, safety management system and information security management obligations.
4. Supporting the authorities in the preparation and implementation of airworthiness directives
Airworthiness management and regulatory interpretation
5. Interpretation of relevant airworthiness and environmental compliance requirements
6. Advising all departments of the development organization on airworthiness, environmental requirements, operational suitability data (OSD), and certification procedures
7. Ensuring the maintenance of airworthiness and OSD in the event of malfunctions, failures, or operational experiences
Certification and verification processes
8. Creation and coordination of the sample testing program in consultation with the relevant authorities
9. Assistance in the creation of test programs for verification purposes with testing and certification team.
10. Review/release of the compliance checklist and adaptation in the event of changes
11. Review of verification documentation for completeness and compliance with aviation law requirements
12. Approval/airworthiness release of verification documents within the scope of certification
Documentation and procedures
13. Creation and maintenance of the design organization handbook in accordance with EASA Part 21 (21.A.243)
14. Creation and publication of guidelines for the preparation of supporting documentation
Safety, Quality and organization
15. Represent Engineering organization within the EASA approved SMS and with the Collins Product Integrity/Safety functions as a nominated member.
16. Participation in internal and external audits (regulator and/or customer) in conjunction with Head of Independent Monitoring function and Quality team.
17. Conducting training courses on aviation law requirements and relevant regulations (e.g., DOH, Certification Specifications)
18. Represent company externally in rulemaking activities.
THE REQUIREMENTS
19. Minimum Batchelor’s Degree in aerospace engineering or comparable technical training
20. 8 or more years of experience combined in design, testing, airworthiness, certification, or compliance in safety critical equipment or systems development
21. Experience as a compliance verification engineer or delegated airworthiness signatory in a comparable position in an approved development organization (e.g., APDOA)
22. Experience in civil aviation design and certification processes
23. Very good knowledge of relevant aviation regulations, in particular EASA Part 21
24. Knowledge of construction regulations (e.g., CS-23, CS-25, CS-27, CS-29)
25. Previous or current experience as an EASA Form 4 holder/nominated manager desirable. If none, ability to be on a development path to obtain nomination in 3-6 months (based on above experiences).

Diese Stelle verantwortet die Sicherstellung der Einhaltung aller lufttüchtigkeits- und umweltrelevanten Anforderungen im Entwicklungsbetrieb gemäß EASA Part 21. Die Position koordiniert die Musterprüfung mit den Luftfahrtbehörden, stellt die regelkonforme Nachweisführung sicher und berät die Organisation in allen Fragen der Lufttüchtigkeit und Zulassungsverfahren.
IHRE AUFGABEN
Regulatorische Koordination und Behördenkommunikation
26. Koordination und Zusammenarbeit mit den zuständigen Luftfahrtbehörden in allen Fragen der Musterprüfung und Zulassung
27. Abstimmung von Verfahren und Prozessen zur Musterprüfung mit der Behörde
28. Koordinierung der Verpflichtungen zur Aufrechterhaltung der Lufttüchtigkeit, zum Sicherheitsmanagementsystem und zum Informationssicherheitsmanagement.
29. Unterstützung der Behörde bei der Erstellung und Umsetzung von Lufttüchtigkeitsanweisungen
Airworthiness Management und Regelwerksinterpretation
30. Interpretation der relevanten Lufttüchtigkeits- und Umweltverträglichkeitsanforderungen
31. Beratung aller Abteilungen des Entwicklungsbetriebs zu Lufttüchtigkeit, Umweltanforderungen, Operational Suitability Data (OSD) sowie Zulassungsverfahren
32. Sicherstellung der Aufrechterhaltung der Lufttüchtigkeit und OSD bei auftretenden Störungen, Ausfällen oder Betriebserfahrungen
Zertifizierungs- und Nachweisprozesse
33. Erstellung und Koordination des Musterprüfprogramms in Abstimmung mit den zuständigen Behörden
34. Mitwirkung bei der Erstellung von Versuchsprogrammen zur Nachweisführung in Zusammenarbeit mit dem Testing und Certification Team.
35. Prüfung und Freigabe der Compliance Check List sowie Anpassung bei Änderungen
36. Prüfung der Nachweisdokumentation hinsichtlich Vollständigkeit und Übereinstimmung mit den luftfahrtrechtlichen Anforderungen
37. Freigabe von Nachweisdokumenten im Rahmen der Zertifizierung
Dokumentation und Verfahren
38. Erstellung und Pflege des Design Organisationshandbuchs gemäß EASA Part 21 (21.A.243)
39. Erstellung und Herausgabe von Richtlinien zur Erstellung der Nachweisdokumentation
Sicherheit, Qualität und Organisation
40. Vertretung der Engineering-Organisation innerhalb des EASA-genehmigten SMS sowie gegenüber den Collins-Funktionsbereichen Product Integrity/Safety als ernanntes Mitglied.
41. Teilnahme an internen und externen Audits (Behörden- und/oder Kundenaudits) in Zusammenarbeit mit dem Leiter der unabhängigen Überwachungsfunktion und dem Qualitätsteam.Durchführung von Schulungen zu luftfahrtrechtlichen Anforderungen und relevanten Vorschriften (z. B. DOH, Certification Specifications)
42. Externe Vertretung des Unternehmens in Rulemaking-Aktivitäten (Regelsetzungsverfahren)
IHR PROFIL
43. Mindestens ein abgeschlossenes Studium im Bereich Luft- und Raumfahrttechnik oder vergleichbare technische Ausbildung
44. 8+ Jahre Erfahrung im Bereich Design, Testing, Lufttüchtigkeit, Zertifizierung oder Compliance in Sicherheitskritischen Equipment oder Systemen
45. Erfahrung als Compliance Verification Engineer oder Delegierter Zeichnungsberechtigter für Lufttüchtigkeit in vergleichbarer Funktion in einer zugelassenen Entwicklungsorganisation (z. B. APDOA)
46. Erfahrung in zivilen Entwurfs- und Zertifizierungsprozessen der Luftfahrt
47. Sehr gute Kenntnisse der relevanten Luftfahrtvorschriften, insbesondere EASA Part 21
48. Kenntnisse der Bauvorschriften (z. B. CS-23, CS-25, CS-27, CS-29)
49. Bisherige oder aktuelle Erfahrung als EASA Form 4-Inhaber / Nominated Manager ist wünschenswert. Falls nicht vorhanden, die Bereitschaft und Eignung, innerhalb von 3–6 Monaten einen Entwicklungspfad zu durchlaufen, um die Nominierung zu erlangen (basierend auf den vorgenannten Erfahrungen)
