Responsibilities The primary purpose of this position is to serve as lead early childhood education specialist for all Child and Youth Programs including child development centers, preschools, family day care, school-age, special needs programs, volunteers, hourly care programs, food service and custodial support. Serves as consultant over other unique children's programs such as Extended Duty Child Care and youth programs, to include teen programs. The Training and Curriculum Specialist (T&C) position is required by the Military Child Care Act and ensures the equality and consistency of developmental programming and age-appropriate activities within assigned program areas. In addition, the position ensures that child abuse and neglect is recognized, reported and prevented. This position has the ultimate responsibility for programs meeting National Association of Education of Young Children (NAEYC), Council on Accreditation (COA) and National Alliance for Youth Sports (NAYS) accreditation criteria and DoD Child Development/School Age Programs Certification standards. Oversees the flight training program and development of appropriate curricula for child development centers, preschools, family child care programs, school-age, and other unique children's programs. Serves as lead training and curriculum specialist. Provides assistance to other training and curriculum specialists regarding assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, deadlines and time frames for completion. Performs training and curriculum specialist assignments: Assumes more difficult assignments than normally performed by lower graded staff specialists. Supervises the training and curriculum specialists. Assigns work to ensure full coverage of all training activities provided by the Child & Youth Programs Flight. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. For Child Development Training and Curriculum Specialist positions with the Departments of the Air Force, the education must have been in child development or early childhood education. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-09 (or higher) grade level or equivalent in other pay systems. Specialized experience includes one year of specialized experience equivalent to the next lower grade level (GS-09) or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of early childhood development and education principles, concepts, methods, and techniques to plan and direct the training and curriculum elements for a large and diversified Child & Youth Programs Flight. Knowledge of child development principles, norms, behaviors, growth patterns and procedures to develop meaningful program services, establish criteria for developmentally appropriate child activity spaces, determine requirements for program materials and develop curriculum plans and activities. Plans activities that will promote the physical, social emotional and intellectual growth and development of children from infancy through age 18. Knowledge of, and skill in, developing course materials and instructional methods, principles and techniques in order to develop a self-contained training course, obtain training resources and assess overall effectiveness in order to meet identified training requirements. Ability to perform inspections to enforce policies and regulations to ensure the adequacy of child care. Knowledge of, and ability to plan, conduct and supervise training programs for education of staff, family child care providers and parents. Knowledge of policies and regulations governing the operation of child and youth programs, e.g., fire, health, safety and facility requirements, food service regulation, design criteria and financial operations. Must possess the ability to plan and budget in support of operating needs. Ability to effectively communicate, both orally and in writing, to people across a spectrum of academic backgrounds, from the educationally disadvantaged to the college graduate. Ability to conduct and present training materials in an engaging manner to large audiences. Knowledge of a full range of personnel management policies, practices and procedures including methods used to establish program objectives or performance goals and to assess progress toward their achievement. OR EDUCATION: Successful completion of three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in child development or early childhood education. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
