This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as a Public Affairs Specialist, Headquarters United States Army Europe and Africa, Public Affairs Office (HQ USAREUR-AF, PAO), applying an in-depth knowledge of all aspects of public affairs functions including media relations, community relations, command information and communication planning. Communicates and engages with key national and international publics regarding USAREUR-AF goals, objectives and issues to build understanding, credibility, trust and mutually beneficial relationships in a complex and diplomatically sensitive information environment. Develops and disseminates information products (written, visual information) that accurately depict the role of USAREUR-AF via news media and digital information platforms. Creates and coordinates the public release of information products, ensuring publicly released information conforms to established style, grammar, formatting and content guidelines, as well as, all applicable policies. Serves as a spokesperson for USAREUR-AF through preparing, coordinating and providing responses to media and public inquiries. Arranges and monitors interviews between journalists and staff subject matter experts. Identifies targets of opportunity within host nation (HN) governments and interest groups to assure that appropriate officials, politicians, the military and the public understand the mission of USAREUR-AF. Designs strategies to inform and educate these individuals and groups in conferences, briefings and formal/informal gatherings. Develops community relations/outreach programs for the Army theater HQ. Supports US European Command (USEUCOM) level programs and objectives and special initiatives. Anticipates potential trouble areas requiring community relations/outreach support and takes preemptive action. In planning and executing community relations/outreach campaigns, coordinates with USEUCOM, US embassies, Department of the Army (DA), HQ USAREUR-AF staff, field public affairs offices, and members of other military services and the North Atlantic Treaty Organization (NATO). Maintains contact with US, HN, and other international news gathering organizations to facilitate feature articles and news items on USAREUR-AF activities and people. Works with national and international media covering US and NATO defense issues, while being sensitive to the political climate in the HN. Monitors English and foreign language media. Identifies issues and forecasts trends involving US and NATO defense and political issues. Keeps abreast of, and determines the significance of military, political, economic, and social developments occurring in host nations. Identifies relevant sources of information concerning these developments in general and their actual or potential impact on the ability of the US Army to train and operate effectively in host nations. Maintains continuous contact with appropriate USAREUR-AF staff directorates and agencies. Prepares and coordinates media strategies, releases, fact sheets, and position papers. Provides strategies, releases, fact sheets, and position papers that cover theater-wide issues that impact national and international policy. Develops contingency statements and potential questions and answers on sensitive issues that could ultimately have impact on US National Security. Updates USAREUR-AF official website and social media platforms. Manages the General Fund Enterprise Business System (GFEBS) for the Public Affairs Office. Maintains currency of training in the appropriate GFEBS courses. Coordinates with the budget analyst to conduct monthly required actions. Ensures PAO funds management. Performs other duties as assigned.
