Sachbearb. (Zollwesen) Ansbach, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Provides Host Nation (HN) customs support for a USAREUR-AF/USAFE and Armed Forces Europe Field Station located on a U.S. Garrison in Germany. Interfaces with program representatives at field station level on laws, regulations, policies, NATO SOFA, etc., and regarding the overall administration and management of customs matters. Advises Military Police Customs Investigators regarding regulations, procedures and provides regulatory guidance in the investigation of enforcement issues. Serves as a technical advisor on Host Nation tax matters, and prepares a variety of forms and/or documents in assisting members of the force in the avoidance of paying non-applicable duties and taxes. Uses knowledge of NATO SOFA and supplementary agreement, implementing agreements, regulations, policy and procedures, and U.S. Customs requirements, in order to answer inquires and provide advice and/or guidance on customs and tax issues. Frequently coordinates with host nation government and private agencies to assist U.S. Forces personnel regarding customs, tax, and import/export related issues or questions. Uses own judgment in choosing, adapting, or interpreting available guidelines to specific issues or subjects and recognizes the need for supervisor's guidance as applicable. Reports any irregularities in Customs policy and all potential Customs violations to the Chief Inspector and if required the Customs Military Police Investigation Team for action. Composes correspondence such as letters, notes, or certifications in English and German language. Maintains files and records of all HN Tax Relief actions and transmits appropriate documents to the Customs Executive Agency (CEA) per Standard Operation Procedure. Ensures the Customs Customer Service Supervisor is notified, informed, and consulted whenever difficult problems or unusual situations are encountered. Responsible for assisting Members of the Force to include unaccompanied family members in the disposition of duty free items in accordance with existing regulations and local law. Provides assistance and information to U.S. Forces personnel and military retirees concerning host nation laws involving residency and visa requirements, vehicle registration, and driver's licensing. Interprets from German to English and vice versa for Customers and host nation authorities. Provides written translations form German to English and vice versa. Establishes and maintains frequent contact with local German Customs Officials. Conducts statistical/factual research, develops and provides informational briefings at various command levels. Prepares action memorandums/letters/reports for submission to command policy decision authorities and host nation officials. The ability to precisely articulate complex issues, through correspondence and orally, in both German and English, is critical. Formulates and presents opinions regarding command customs trends and activities. Performs official travel as required to assist in customs program management. May be required to conduct technical assistance visits or retiree registrations and make recommendations concerning program viability. Assists in developing "specialized" training programs, program representative certification, and in development of local procedures. Demonstrates proficiency in information management systems consistence with command approved office computer applications for document processing, database, spreadsheet, graphics and networked communications. Performs other duties as assigned. E&T Level II: 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below. E&T Level III: 1 year of experience as defined in B below. E&T Level IV: No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. C-6: E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below. E&T Level III: 2 years of creditable experience as defined in B below. E&T Level IV: 1 year of creditable experience as defined in B below. E&T Level V: No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. • Initial training or certification by USA Customs Agency & U.S. Department of Agriculture as Senior Customs Border Clearance Agent (SCBCA) by agency within a year of employment. • The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel). • Situational Telework only is authorized - Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
