Sachbearb. (Materialverwaltung) Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY ?: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben As the USAMMCE SDM expert, assigned to the Customer Support Division the incumbent will perform a variety of duties to facilitate and assist in management of all aspects of the supply chain process like: customer order processing, interface failure follow-up, customer call tracking, planning, marketing campaigns, standing order maintenance, product availability, support master data maintenance (e.g. customer, customer returns, customer discrepancy follow-up, rush orders, status, etc.) within all areas of the sales-based outbound supply chain process. Performance of duties requires a thorough knowledge of all logistics functions, such as stock control, supply management policies, methods and procedures. Responsibilities include providing logistic support, policy guidance, requirements interpretation, advice, and procedural instruction to over 1500 USAMMCE customers on a wide range of business initiatives, concerns, and marketing issues. The SDM is the designated point of contact for virtually all customer services and requirements and keeps USAMMCE Senior Management informed of customer requirements and potential problem areas. Interfacing daily with customers and USAMMCE staff members, the SDM ensures that prompt logistic service is provided to all using activities, commands, and units. The SDM directs the efficient and responsive operation of the USAMMCE Emergency Supply Operations Center (ESOC) in support of Life or Death medical supply requirements of Army, Navy, Air Force, and State Department class VIII customers in Europe, Africa, and USAMMCE-SWA in South West Asia including all deployed forces in remote and operational locations. Takes appropriate action to ensure emergency and critical supply requirements are met in the most expeditious manner possible. Anticipates, identifies, clarifies, and/or develops new concepts to accommodate special customer requests. In detail: incumbent has to create Sales Orders manually, maintain/generate deliveries (outbound process), post good issues manually for special circumstances and create manual sales orders for excess material following a reported excess customer request. Incumbent monitors, accepts, modifies, and/or cancels sales orders which are referred due to blocking reasons, and cancels/modifies sales orders, as required, with appropriate manual status entry. As necessary, the incumbent reverses goods issues, and when required, executes manual billing transactions and understands the subsequent financial processes. Incumbent enters New Item Requests (NIRs) manually and provides follow-up status in TEWLS. Incumbent provides customers with sales order status and manually input customer status, and provides materiel stockage levels in response to customer and management queries. Employee ascertains the feasibility of modifying or cancelling manual customer sales orders and contacts customers to: resolve problems and obtain justification/clarification, clarify free & excess issue materiel requests relating to availability or authorization, and offers substitute materiel when necessary due to prolonged material backorder. Employee queries customer master files/tables and materiel master transactions and creates/updates appropriate file/tables (e.g., creates and maintains customer point-of-contact files, researches materiel numbers, etc.). Incumbent monitors and maintains Standing Orders (LSO) templates and ensures monthly LSOs cycles are accomplished as scheduled. Employee provides customers with TEWLS generated reports and uses and analyzes Business Intelligence (BI) reports, system reports, and SAP Outbound Delivery Monitor to oversee, plan, and optimize work processes. Independently performs special studies and develops supply control studies relevant to supply transactions of systems under the control of position incumbent. Develops and prepares supply analysis for use by USAMMCE on matters pertaining to critical items, new systems and problems, or other specified system areas. Gathers and compiles data collected from transaction history reports, supply control listings, and other system generated reports. Analyzes data collected and makes recommendations in functional areas for improvement in specific problem areas. Coordinates recommended improvements across functional lines of authority in order to improve supply support and services. Possesses analytical abilities to make sound and valid conclusions based upon all studies, findings and data collected. Keeps the customer informed of the status of all requested medical materiel from initial processing of the item until receipt. Serves as the USAMMCE Customer Service Support expert on the DCAM program. Responsible for recommending changes to the programs that will enhance the support it provides to all USAMMCE customers. Periodically evaluates the program and queries customers for recommendations or added features that will improve the overall systems. Serves as Customer Support Liaison to the State Department Humanitarian Assistance Program (HAP), responsible for coordinating all aspects of theater wide medical logistics in support of humanitarian assistance missions throughout Europe, South West Asia, and Africa. Coordinates with military and civilian agencies in supported countries to identify all requirements for class VIII materiel and actively influences the procurement and distribution process to meet established requirements. Provides local training on the use of USAMMCEs services including the DMLSS based Customer Assistance Module (DCAM) and periodic training to USAMMCE staff and customers in the processing of high priority medical supply requisitions. Conducts on site customer support visits to promote and market USAMMCEs services and to assist customers in resolving problems. The position is responsible for collecting data, resolving customer needs and requirements, and projecting USAMMCE's mission. The incumbent may participate in or lead cross-functional meetings to resolve supply chain issues and drive process improvements in supply chain functional areas. The SDR expert provides effective support for genuine root cause analysis, identification, and elimination of problems. The incumbent works collaboratively with all parties in the supply chain process to resolve issues regarding sales, materiel flows, scheduling, supplier requirements, specifications, distribution, etc. Reassignment to different links in the supply chain process would typically be necessary to further develop an incumbent's operational knowledge and perspective. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled.
