Personalsachb. (Personal- & Arbeitsangelegenh.) Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Labor Relations: Serves as primary labor relations advisor to the Garrison Commander/Deputy, and all serviced military and civilian program managers of tenant organizations within the footprint of the Civilian Personnel Advisory Office. Advises management representatives in dealing with local works councils (LWC) and Severely Handicapped Employee Representatives (SHE Representative). Advises management regarding the propriety of proposed actions with relation to German labor law, represents/assists management in dealings with local works council, and proposes alternatives to difficult employee problems to ensure timely and adequate solutions. Facilitates appropriate communications and consultations with LWC/SHE Representative. Provides information and advice to management officials on labor court complaints and governing procedures. Ensures appropriate works council involvement. Prepares draft legal defense briefs, and as required, assists officially delegated legal representative during labor court disputes. Advises management concerning contingency planning for work stoppage and other labor problems. Maintains positive working relationships with local administrative offices and other institutions (Integration Office, insurance carriers, etc.). Represents serviced commanders in labor court proceedings initiated by LWC. Assists in identifying issues and preparation of defense writs, prepares or assists in preparing responses to complaints, works with representatives from German government, and attends hearings as appropriate. Identifies/determines whether complaints are valid and works with management and employee in advance to work out a suitable solution. Recommends compromises in cases that are not likely to be decided in favor of management. Formulates and presents a comprehensive and legally supportable position requiring consideration and synthesis of a variety of related and unrelated legal, regulatory, and tariff agreement provisions; functional and operational necessities; command needs and priorities; information/cooperation requirements; and employees' employment histories, social status and related matters. Coordinates fully with court and German government representatives in all matters. Translates various documents (such as correspondence, court decisions) from English to German and vice versa. Interprets for command and managers as required during meetings with LWC or other host nation representatives. Employee Relations: Assists all serviced commanders in establishing policies relative to such issues as hours of duty, use of flextime, overtime and leave which meet the needs of the activity as well as the workforce. Implements mechanisms and policies designed to facilitate effective management- employee relations and communications, support the complaint/grievance procedure and foster positive employee mentoring and counseling. Advises commanders on the provisions of the Collective Tariff Agreement (CTA), Federal Personnel Representation Law (FPRL), and regulations and directives governing management employee relations functions. Advises on pertinent host nation Labor Law and provides latest status information on related jurisdiction. Assists commanders and managers in the establishment and maintenance of an effective employee recognition program; develops special training to meet identified needs (such as Alcohol in the Workplace); conducts special studies and analysis of specific program areas to include sick absence, workforce morale, etc. Identifies underlying reasons for negative indicators to include management practices, poor work environment, deficient communication, and the like. Advises managers of actions that can be pursued relative to the resolution of a full range of conduct or disciplinary problems. Performs necessary fact finding and review of regulations and laws associated with potential adverse actions and grievances. Informs commanders and managers of findings and recommends appropriate course of action. Informs management officials of factors involved in identifying appropriate type of disciplinary action to include application of the Table of Penalties and the Douglas factors. Assists in preparation of notice of proposed action and final decision. Advises on corrective action for marginal or below standard employees and performance awards for above standard employees. Provides guidance concerning the Incentive Awards Program. Performs other duties as assigned. E&T Level IV D: 1 year of job related experience as defined below. E&T Level IV B and C: are not creditable for positions in this occupational series. E&T Level V: University or equivalent graduation with major study in a related academic field e.g.,Sozialwissenschaft, Wirtschaftswissenschaft, Volkswissenschaft, Jurist, etc. No additional experience required. Job related experience: Experience that provided knowledge of human resources principles, practices and procedures in any existing area of specialization or in any combination thereof. The applicant must demonstrate possession of specific knowledge, skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. One year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy and must be in the same or directly related area of specialization that is required in the position to be filled. Job Related Assistant Experience: Is any work experience as an assistant providing support to a Human Resources Specialist in any functional area in the Civilian Human Resources business. At least one year of creditable experience must be in the same or directly related area of specialization that is required in the 201 position. Training: Selectee must complete mandatory training, as directed. Current employees in the 201 occupational series, may be placed at the same or lower grade into any other functional specialties up to and including the C-7 grade level. Current HR assistants in the 0203 occupational series may be placed at either the C-5a (lowest) or C-6 (highest) grade into positions in the 0201 occupational series. Current employees in a related occupation, e.g., 0560 Budget, 0343 Management and Program Analysts, etc., may be placed at the same or lower grade into any functional specialty in the 201 occupational series up to and including the C-6a grade level.
