Hauptaufgaben

Works under the general supervision of the Chief Buildings and Grounds, O&M Division, Directorate of Public Works, U.S. Army Garrison Kaiserslautern who outlines the overall area of responsibility, general policies, and long term objectives or approves objectives developed and proposed by the incumbent.

Serves as Landscape Architect with functional oversight of the Roads, Railroads, Force Protection/Anti Terrorist, Land Management, Pest Management, and tree safety. Establishes and manages the O&M Division GIS database. Independently plans, coordinates, controls and performs all work responsibilities for USAG-K installations. The installations are dispersed over a wide geographic area and consist of military kasernes, troop housing, heliports, administration and support facilities, communications centers, ammunition storage sites, and training areas and ranges.

Independently coordinates with key operating officials of US agencies and with Host Nation engineers and officials like the Institute for Federal Real Estate, Deutsche Bahn AG (Railroads), German Water Board, German Environmental Department, counties, WBV, and city representatives. Must comply with the new Final Governing Standards, including acting as technical liaison, for inspections and compliance assurance visits by a variety of European and Host Nation regulatory organizations.

Defines, organizes, plans, budgets, and oversees the maintenance, repair, and improvement program for implementation. Develops, prioritizes, and recommends to the Chief O&M Division work goals, operating procedures, improvements, and policies to maximize the use of scarce resources. Evaluates the Annual Work Plan and long-range requirements for the O&M Division AWP. Assures coordination with Installation Coordinators and the tenant activities.


Base Maintenance Contract (BMC) work performance evaluation: Partners with BMC counterparts to ensure Government requirements are understood and met. Oversees and evaluates the acceptability of workmanship. Checks compliance with contract and Host Nation requirements, adherence to applicable publications, accuracy and thoroughness of data requirement submissions. Assesses the Contractor's ability to recognize problems, and their follow-up initiatives and recommendations.
Roads and Railroads Program: Professional engineering work includes inspection, analysis, and recommendations for improvements of surface areas, road base, railroads, railheads, bridges, associated drainage systems, parking areas, airfields, and sidewalks. Responsibilities include traffic engineering and signage, road geometry and curb design, soil science and land use, and environmental assessment of surfaced areas. Prepares snow and ice alleviation and/or removal plan as well as the spring / fall clean-up plan.
Storm Sewer Program: Professional engineering work includes inspection, analysis, and recommendations for improvements of the sewer systems incl., sewer distribution systems, lifting stations, wash racks, retention basins, and discharge points. Ensures compliance with US and Host Nation regulatory guidance.
Force Protection/Anti-terrorist (FP/AT): Inspects and certifies all arms rooms, vaults and secure rooms for structural safety and compliance with DA regulations and US Army Corps design guidelines. Conducts FP/AT inspections of existing buildings and makes engineering and construction recommendations for compliance. Reviews all new plans and specs for compliance with FP/AT requirements.

Reviews, oversees, and makes recommendations on designs directly to the FE Div., TMC, EUD, A/E firms, sub-contractors, and Host Nation agencies. Provides technical data and guidance in developing contract specifications. Consults with the Chief O&M Division, O&M Functional CORs and the COR in evaluating TMC contractor's performance. Advises the O&M Contract Support Branch and the Quality Assurance Evaluators (QAEs) in technical matters.
Ensures that field conditions are fully considered in the engineering of projects. Conducts annual engineering inspections, develops technical documentation and prepares analytical reports. Monitors trends and conducts studies to determine requirements. Reviews status of programs and projects, makes planning adjustments, and drafts operating procedures and project instructions considering present and future physical conditions and utilization of existing structures, facilities and systems. Serves as consultant to Master Planning in matters pertaining to Facilities, Utilities, Roads, and Land Management aspects of future installation requirements.
Scope of engineering varies in complexity from highly sophisticated techniques developed through analysis to commonly utilized modern methodology. Utilizes professional skills and knowledge of local/Host Nation construction codes, DA standards, materials and equipment.


Performs other duties as assigned.

C-7:

E&T Levels I thru IV: not creditable for positions in this occupational series.

E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.



• Applicants must be in possession of German driver's licenses class B.

• Office Automation skills required.


LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency Level AND German Language Proficiency Level C1 required.
