Fachkraft für Arbeitssicherheit (m/w/d) Bremerhaven, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Responsible as sole Safety & Occupational Health Specialist for the SDDC Bremerhaven Terminal and its sub-ports, such as Nordenham, Bremen, Hamburg, Emden, Cuxhaven, as well as all ports in the 950th Transportation Company AOR in Norway, Sweden, Denmark, Poland, and the Baltic States and so designated by the supervisor. Plans and conducts a diversified Command safety program for the port operations of the Terminal involving a wide variety of hazardous work operations and conditions such as loading, handling, stuffing, transporting, and storage of hazardous cargo and freight including ammunitions, explosives, flammable products, liquids, gases, chemicals, radioactive, poisonous articles, combustible, incompatible and Corrosive commodities. Is required to have excellent knowledge of expertinent safety requirements and expertise and thorough knowledge of all DOD, US Coast Guard, IMCO, host nations, and local port regulations pertaining to the handling of hazardous cargo, especially of those procedures for the handling of AMMO and explosives. Must hold certificate as Dangerous Goods Safety Advisor (Gefahrgutbeauftragter). 1. Plans and carries out the unit safety program for the Command constantly keeps himself acquainted with ongoing port operations to insure that German safety regulations, DOD,, international and local port policies pertaining to the military activities are adhered to. Ensures the unit safety program is in accordance with DA mandates and regulations and is prepared to pass all command inspection programs (CIP). Inspects and monitors operations and activities to detect unsafe conditions and work habits. Advises personnel on safety requirements and hidden causes of accidents and on methods and techniques for preventing accidents. Takes appropriate measures to eliminate unsafe conditions and practices by enforcing all operational, commodity and environmental safety requirements pertaining to cargo handling and port activities. Reports obstinate violations of safety regulations to supervisor, recommending appropriate disciplinary actions. Prepares and maintains required reports on safety inspections, command safety council meetings, safety training accomplishments, and other safety activities. As requested, verifies safe-driver awards. 50 % - Conducts studies on safety problems directed at improving the effectiveness of safety. Analyzes accident data and studies safety problems and activities. Reviews accident reports, investigations, and findings and correlates data and information to eliminate or minimize hazards. Prepares LN accident reports. Prepares Job Hazard Analysis (JHA)/Gefährdungsbeurteilungen. Periodically performs safety surveys to detect areas of improvement. Conducts special investigations concerning circumstances surrounding accidents and analyses findings to establish accident trends and causes and remedial actions to be applied to affected operations and activities. Constantly maintains close liaison with managers/supervisors and subject-matter specialists of the terminal, with other US Forces safety specialists in the community, with civilian safety and fire fighting officials at North German ports, and the German Water Police to discuss safety problems and recommend appropriate corrective measures. Evaluates safety meetings and safety training conducted by supervisors. Establishes and maintains contacts with operating officials of military and civilian organizations in the community to discuss and furnish advice on safety problems encountered. Continuously reviews reference material and changes there such as laws, regulations, directives, publications, and periodicals pertaining to the safety field to keep abreast with the development of the profession. Develops or revises instructions and prepares information governing safety and accident prevention activities. Elaborates procedures for safety control and training and material, such as flyers, charts, and posters promoting safety practices and procedures. As required contacts offices at higher echelon or official to obtain professional advice or interpretation pertaining to specific safety problems or the development of the safety program. Participates in Battalion and Group safety council meetings. 30% Prepares risk assessments for every port operation to be conducted at ports in the 950th AOR. Is present during port operations and ensures compliance with all safety requirements. Especially during high OPTEMPO and during day-to-day port operations supports the Chief Terminal Operations Section in his duties. 20 % Duties include the operation of computer equipment and the application of user software as trained and required. Performs other duties as assigned. E&T Level I and II: not applicable for this occupational series E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation, PLUS 2 years of job related experience as defined below. E&T Level III B and C: 2 years of job related experience as defined below. E&T Level IV and E&T Level V in any field: No additional experience required. Job Related Experience: Experience gained in a professional, technical or supervisory position requiring knowledge, application, and enforcement of the principles and techniques of accident prevention, accident investigation, industrial engineering, fire prevention, and inspection of workplaces and activities. The experience must have provided knowledge of safety and occupational health principles, especially in facility safety, practices, procedures and standards applicable to a range of administrative duties. C-6A: BASIC REQUIREMENT: Incumbent of the position must be certified as a safety professional in accordance with paragraph 7 of the Arbeitssicherheitsgesetz (AsiG) PLUS the below listed minimum education and experience requirements. Incumbent of the position must be able to complete regular, mandatory training as directed. E&T Level I and II: not applicable for this occupational series E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross- und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or in a related technical trade, or similar occupation, PLUS 3 years of job related experience as defined below. E&T Level III B and C: 3 years of job related experience as defined below. E&T Level IV: 1 year of job related experience as defined below. E&T Level V in any field: No additional experience required. Job Related Experience: Experience gained in a professional, technical or supervisory position requiring knowledge, application, and enforcement of the principles and techniques of accident prevention, accident investigation, industrial engineering, fire prevention, and inspection of workplaces and activities.
