Hauptaufgaben Serves as a Housing Management Specialist in the Housing Division/Directorate of Public Works located at an Installation Management Command (IMCOM) garrison or remote site. Provides technical guidance and office support to lower-level housing management personnel and is responsible for the broad management functions associated with the planning, management, administration, coordination and implementation of the housing management program(s) Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, Residential Communities Initiative (RCI), Privatized Army Lodging, and Army Family Housing (AFH). May be expected to perform duties under a joint base operations requiring an understanding and knowledge of Army, Air Force, or Navy policies, programs, and procedures. Reviews various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral. Evaluates management of the Rental Partnership Program and Utility Deposit Waiver Program. Makes studies and surveys of area ordinances and regulations governing community life and recommends new ordinances, regulations or amendments for improvement housing administrative policies. Analyzes and prepares statistical data for a variety of reports. Conducts Basic Allowance for Housing (BAH) data collection and reports submission. Assists in development of overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects. Maintains/monitors enterprise Military Housing (eMH) database. Provides oversight of all UH related activities including utilization and day-to-day operations. Ensures adherence to the compliance of the RCI transaction documents and the Community Development and Management Plan (CDMP). Evaluates management, maintenance and operating costs of project finances (to include furniture and appliances), development, and construction. Prepares/reviews General Flag Officer Quarters (GFOQ)/Executive Homes Six-year Plan and Quarterly Cost Reports for accuracy and submits IAW established guidelines. Monitors GFOQ furnishings ensuring maintenance and replacement within established guidelines. Arbitrates resident issues that cannot be resolved by the local landlord and/or RCI Community Manager and makes determinations on exceptions to policy forwarded by residents, tenant commanders, developer partner, and other interested parties. Represents the organization in installation level meetings and/or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends. Advises chain-of-command on all aspects of the installation housing program, and submits necessary reports, briefings, etc. Prepares and presents effective, accurate, and complete briefings, information, and correspondence. Directs the work of Housing office employees. Develops and sets performance standards for all subordinates, reviews their accomplishments, counsels them on deficiencies, gives advice and instructions on work and administrative matters, renders performance appraisals, and schedules / approves their leave. Plans and distributes work, sets priorities and controls work accomplishment. Serves as rater for subordinate staff; assures equity of performance elements of ratings among subordinates. Makes or approves selections for subordinate employees. Hears and resolves grievances and serious employee complaints; recommends necessary disciplinary actions for subordinates. Elevates serious unresolved complaints to a higher level supervisor or manager. Ensures on the job and other training needs are met. Recommends awards and bonuses, and changes in position classification for subordinates. Serves as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed. Makes overall assignments of functions to contract staff and assists them with major problems, within the terms of the contract. Provides input to the contracting officer on the evaluation of contractor performance and ensures that the appropriate action is taken to resolve problems, correct deficiencies, or clarify policies, deficiencies and requirements for the corrective actions.
