Location:

86th Medical Group (MDG) TRICARE

Unit 3215

Ramstein Air Base, APO AE Germany

* Citizenship: U.S. Citizenship Required.
* Clearance Requirements: Tier 1 [Public Trust] Background Investigation, National Agency Check with Law and Credit Check, and fingerprints. (Standard Form 85).
* Estimate Pay: $72,000 - $75,000 per year (Negotiable)
* Type of Employment: 40 hours per week.
* Period of Performance: 30 September 2025 to 39 September 2030.
* Paid Time Off per Year: 80 hours per year, occurring on day one.
* Sick Leave per Year: 56 hours per year, occurring on day one.
* Paid Federal Holidays: Eleven (11) Paid Federal Holidays
* Travel: Travel is authorized

Working Hours:

The Licensed Practical Nurse is required to work during the following hours: hours (to include a 1-hour lunch break daily): Monday through Friday, including German holidays, but excluding U.S. Federal holidays. Workdays will generally consist of eight-hour days. Hours are

subject to change as mutually agreed between the Functional Requirements Evaluator Designee (FRED) and the Contractor.

Summary of Duties:

The Licensed Practical Nurse will perform nursing services in the Referral Management Center (RMC). The RMC processes medical referrals to specialty care and makes their appointments, including computerized appointment booking and appointment validation. The LPN will assist in maintaining and assisting with various health record storage and retrieval systems. Participate with RMC staff in providing, assessing, and improving a wide variety of customer services/relations. The Licensed Practical Nurse shall prepare and submit administrative and statistical reports. The Licensed Practical Nurse will assist in the management of all forms of communication between beneficiaries, team members, network/outside providers, and ancillary health care workers.

Mandatory Qualifications:

* Proof of graduation from an approved National League of Nursing LPN program.
* Basic knowledge level, including principles of customer service, TRICARE, quality control and risk management, medical terminology, medical forms and records management, anatomy and physiology, guidelines for release of medical information, medical and legal ethics, infection control concepts, applicable systems technology, supply procedures, and information systems.

Duties/Responsibilities:

Nursing

* Follow and comply with Defense Health Agency (DHA), Air Force, Military Treatment Facility (MTF), and section policies and regulations when providing nursing care and treatment to beneficiaries.
* Attend sections meetings in service and training (excluding military training) on a regularly scheduled session.
* Facilitate professional and patient care activities.
* Interface with the multidisciplinary personnel as needed to ensure
* appropriateness of referrals.
* Participate in multidisciplinary team activities.
* Maintain current nursing license, current knowledge of referral management,
* and documentation of continuing education credits.
* Demonstrates an ability to express oneself in all areas of communication, effective
* listening, and questioning techniques.
* Provides timely and descriptive feedback regarding utilization review issues.
* Performs data collection and review to identify areas requiring intensive management.

Referral Appointing

* Clarify with the Beneficiary Counseling and Assistance Coordinator (BCAC) for instances if a referral is not a TRICARE Covered Benefit.
* Verify patients are registered in MHS GENESIS/Defense Eligibility
* Enrollment Reporting System (DEERS); updates demographic information as needed.
* Provides Right of First Refusal (RFR) determinations for specialty care that can be provided within the MTF using the Capacity and Capability Report and information systems that link the referral to the appointment to the Access to Care (ATC) category and standard.
* Schedule specialty referral appointments to MTF, Direct Care System, within ATC standards.
* Advise patients of the provider, location, time, and day of referral appointments, or request the patient to call back for appointment information if an appointment was not provided prior to leaving MTF.
* Provide pre-appointment instructions to patients as indicated.
* Locate referral requests and ensure appropriate documents are available prior to all specialty appointments.
* Ensure patients leave MTF with all necessary information appropriate for the referred care episode.
* Contact patients in event referral requests are invalid, disapproved by second-level review/Managed Care Support Contractor (MCSC), and reschedule patients as soon as possible or instruct patients of other health care options.
* Submit referrals to non-network providers to TRICARE International SOS (ISOS) for medical necessity/ appropriateness review.
* Receive and appropriately forward clinical phone consult requests from patients.

Health Benefits Advice

* Advise all categories of patients of what their referral/health treatment options are as related to their eligibility and beneficiary status.
* Coordinate with appropriate work center for travel orders and non-medical attendants as required.

Referral Tracking

* Track referrals to include obtaining reports from MTF, Direct Care System, and network and non-network providers within established standards. The primary responsibility to obtain Network/Non-Network results and return them to the referring provider resides with the MCSC.
* Document the patients appointment, with whom: either the MTF, another MTF, the Network, or with a non-network provider.
* Document the name of the referring provider/Primary Care Manager (PCM) and MTF for purposes of returning specialty results.
* Follow up with MTF providers who did not complete referral results within required timelines.
* Ensure that results from other MTFs and from Network/non-network providers are returned to the referring provider and to the medical record within required timelines and follow up as necessary.
* Document that paper referral results are appropriately filed in the patients health record.
* Assist in the preparation of monthly reports as indicated.

Customer Service

* Greet patients, screen, and appropriately route phone calls.
* Provide the requested provider with administrative assistance.
* Serve as the central clearing house for providers and patients needing help with referrals.

Procedure Guidance

* The LVN shall perform referral education services compatible with the medical facility's operating capacity and equipment.
* New services shall not be introduced without prior recommendation and approval of the MTF Commander or authorized representative.

Other Duties/Responsibilities

* Assigned by the MTF Supervisor to provide other administrative duties where required.
* Provide immediate evaluation of emergency problems as they occur and follow established guidelines for seeking assistance.
* Be primarily required to perform nursing services in the RMC.
* When primary services are not required, the contractor shall be assigned by the MTF Supervisor to provide other administrative duties where needed.

* Prepare all documentation to meet or exceed established standards of the MTF, including but not limited to timeliness, legibility, accuracy, content, and signature.
* Unless approved for delay, the contractor shall meet all suspense dates.
* Only MTF and Air Force-approved abbreviations shall be used for documentation of care in the health care record.
