WHO MAY APPLY:

Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

and

EXTERNAL Local National Applicants who reside in Germany.


Hauptaufgaben

Determines and coordinates internal facility support requirements for community and tactical units and activities. Evaluates impact of proposed stationing changes, readiness posture changes, unit mission or TOE/TDA changes and prepares community position for submission to IMCOM-E. Applies knowledge of various types of equipment, material, and vehicles for individual units. Performs detailed studies of facilities and structures; prepare cost and economic analysis; recommends reassignment of current assets, programming of new construction and effective utilization/ restructuring (i.e., buildings, motor pool areas, medical facilities, housing, recreation areas, shopping complexes, utilities and infrastructure). Prepares alternative solutions to ensure future availability and development of adequate resources, facilities, and services. Considers the military mission, environmental factors, advancing technology, and costs and time involved.

Responsible expert on planning matters relating to stationing and space assignments within the USAG Stuttgart. Conducts and participates in studies of contemplated, requested, or directed unit moves, etc. to determine availability of necessary facilities, utilization, real estates, etc. and schedule and holds technical conferences, prepares necessary engineering design and construction layouts. Participates in and prepares briefings for meetings and conferences to advise the command by furnishing impact analysis, criteria and justifications for plans, programs and pertinent instructions pertaining to complex restationing plans. Utilizes several complex planning programs such as Real Property Planning and Analysis System (RPLANS) and Facility Planning System (FPS).

Represents the Directorate and USAG Stuttgart in discussions with Host Nation planning and engineering professionals and agencies on land use, real estate issues, construction projects, and programs for mutual acceptance of proposals. Recommends solutions when there are conflicting factors on compatibility of stationing, training, ammunition storage, security and safety zones, airfield development and restrictions, and commercial social welfare of USAG Stuttgart members. Advises staff in space utilization studies and ensures applicable regulations and allowances are observed. Serves as program manager for the USAG Stuttgart MMCA/MCA Program for projects submitted to USAREUR/DA and the USAG Stuttgart, NAF, AAFES, DECA, DODDS, and MEDCOM Major Construction Programs. Provides professional engineering advice to commanders in development of concepts for new construction. Performs very complicated engineering analysis in preparing and calculating all the requirements for multiple million dollar major construction projects. Prepares and reviews approval documents based on justifications and mission unique requirements. Calculates, substantiates and defends requirements for mission related and USAG Stuttgart support facilities in conformance with other activities and plans (e.g. master plan, annual work plan, stationing plan). Schedules action milestones and supporting documentation to command and staff sections at community and higher headquarters. Briefs and defends MCA projects for USAG in writing or in person at Construction Review Committee Meetings.

Initiates reports reflecting analysis of the plans for future development performing work typical of the following:

a. Annually reviews, formulates and inputs updates to Installation Design Guide describing facility standards as well as the components of the Real Property Master Plan: Vision, Installation Planning Standards, Long Range Component, Capital Improvement Plan
b. Personally reviews changes in space allowances generated by the RPLANS program which reflects the specific use category and unit of measure for units stationed here. Generates complete analysis of mission changes and special needs and then edits the requirements section in RPLANS to ensure USAG Stuttgart gets maximum credit when RPLANS is used for project justification.
c. Performs technical review of work performed by A/E contractors to ensure compatibility with community Master Plan and MMCA/MCA, NAF, AAFES, DECA, DODDS, and MEDCOM Programs during the project design and construction period. Reviews and submits Digging Permits for DPW approval and coordinates Operations and Maintenance Manuals and As-Built drawings received for completed projects.
d. Performs on the basis of authorized square footage a USAG Stuttgart Facility Management Plan to identify facilities for mothballing or demolition.

Performs other duties as assigned.

E&T Levels I thru IV: not creditable for positions in this occupational series.

E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.

LANGUAGE PROFICIENCY LEVEL:

• German level B2 according to the Common European Framework of Reference for Languages required.
• English level B2 required according to the Common European Framework of Reference for Languages.

Beschäftigungsbedingungen

Occasionally temporary duty travel (TDY) required.
Driver's license Class B desired.
Heavy lifting up to 30 lbs required.
