Angestellter (Materialverwaltung) Kaiserslautern/Miesau, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Receives maintenance requests, reviews for procedural compliance, verifies data, assigns work order number, determines and assigns correct cost account and work center codes. Assigns work order to appropriate shop(s) assuring that work is scheduled most effectively, sequencing of work through work centers and shops, as appropriate. Monitors and analyzes incoming data, to include inspection worksheets, parts requests, repair codes, parts used listings, man hours utilized by individual and work center, and equipment status changes, then updates appropriate job order record. Prepares all required operational reports. Conducts causative research of inventory discrepancies applying knowledge of regulations, directives and technical publications governing accountability of government owned property IAW AR 710-4 (Property Accountability), and Inventory Adjustment Reports. Coordinates operation, maintenance and administration of functions and processes that relate to the investigation, correction and reporting of discrepancies in stock accounting records. Reviews Inventory Adjustment Reports, loss and gains at the G-ARMY sites and other documentation to determine scope and complexity of corrective action required. Investigates major discrepancies, which cause critical imbalance between accountable/property records, major discrepancies identified as high dollar value and those causing a freeze condition on critical items. Reviews results of investigations to determine accuracy, completeness, and to ensure that all methods of research and fact gathering have been exhausted resulting in completed action that is responsive to operational needs. Receives work regarding special requirements, to include items that require particular attention, courses of action, priorities, and target dates for completion. Conducts extensive research in accountable records to confirm all actions pertinent to receipt or shipment. Performs investigations and research on special projects that require review and research G-Army transaction histories for delinquent temporary loans, issues, and turn-ins. Reviews and analyzes local policies and procedures with a view toward enhancing operational effectiveness for discrepancy reporting. Ensures that operational policies, procedures and guidelines are coordinated with overall program, plans and objectives. Reviews supply program operations to determine overall effectiveness and compliance with applicable laws, regulations, agreements and policies. Maintains a thorough knowledge of regulations and directives governing assigned subject areas to meet requirements and controls established by higher authority. Discusses scope and complexity of the various administrative and technical aspects of supply operations with individual supervisor to determine applicability to mission assignment. Coordinates with other organizations wrong NSN numbers that were posted by mistake to the system. Notifies the supervisor of procedures requiring further study, revision or coordination with other organizational elements. Recommends changes in policies and procedures to ensure that property records are maintained properly relative to the receipt, storage, use; disposition; and that accounting by supply activities conforms to prescribed procedures. Identifies and compiles statistics, prepares reports on program effectiveness, trends analyses, projected workloads and discrepancies that affect the Asset Balance. On the basis of program work authorizations received from 21st TSC establishes and controls long-, intermediate- and short-range production schedules for several shops. Controlling entails repair of automotive equipment combat vehicles, general and construction equipment, and to missile systems as well as mask testing and carpenter. Controlling includes Inter Shop Job Orders and the share of time based on existing priorities to be integrated in the pre-inspection schedule. Coordinates with respective shop supervisors the existing man-hour capacity to establish detailed shop production load. Maintains and controls data and information necessary to compare the provided funds with Maintenance Expenditure Limits (MEL) and cost requirements. Initiates fabrication or manufacture of parts based on unfavorable supply advice. Consults Item Managers to waive certain condition code standards, prepares waiver requests in instances where the MEL is exceeded. Monitors and controls cost progression of items under repair. Alerts supervisors in case of problems which are beyond purview. Investigates problem areas and initiates or recommends corrective action. Monitors and controls the status of repair parts for items awaiting shop induction or planned to be scheduled in the future. Prepares computer input data, establishes periodic Production Status Reports including Unit Cost Changes. Maintains and controls data of unserviceable assets on hand. Requests the movement from and to holding areas. Opens and closes Work Orders and initiates movement or relocation of equipment upon repair to the respective customer. Recommends program reductions on items under control due to lack of manpower, parts, or reasons which precludes the accomplishment during current fiscal year. Identifies potential carry over work and determines the monetary impacts with anticipated reduced costs in the proceeding fiscal year. Controls production cost reports a/o projects, data for future programs. Operates the GCSS-Army or equivalent system primarily used to automate documentation. G-Army is used at the intermediate direct support maintenance level. Activates the system by powering on the logic module, printing equipment and the operator/user terminals. Monitors system performance to identify messages, or indicators on system failures in programs or equipment. Reviews input data to ensure its contents meet the criteria established for proper processing. Determines appropriate operation mode, and monitors work request flow/status to ensure sustained efficient computer utilization. Reviews results and output data/reports in terms of achievements of quantity and quality of work products and efficient data processing. Performs all daily, weekly, monthly and annual reports required by G-Army process definitions. Applies broad knowledge of logistics management (supply, maintenance, distribution, transportation and facilities functions) in order to prepare various reports of discrepancies with supporting documentation and inventory adjustment reports, reconciling financial accountability. This includes research into posting histories, transportation documentation and other related actions. In a joint effort with responsible supervisory personnel, provides training and guidance on automated data processing equipment (ADPE) and subject matter areas to other employees. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below. E&T Level III and above: No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years. • Applicants must be in possession of a German driver's license class B and able to obtain and maintain a military driver's license. • Office automation skills are required.
