ESSENTIAL FUNCTIONS
The Psychiatrists/Psychologists will perform evaluations in accordance with Title 10 CFR Part 710. The evaluation will include the clinicians’ professional opinion regarding the individual’s mental illness or mental condition and any associated treatments thereof that may impair the individual’s judgment, stability, trustworthiness, or reliability as described in 10 CFR 710, Appendix A (National Security Adjudicative Guidelines), or successor.
Evaluations can be done either in person or via a HIPAA‑compliant telemedicine application.
The applicant must have the ability to order and evaluate PEth and EtG laboratory tests of the individual by a certified laboratory located in the local area of the assessment location if required as part of the evaluation.
The applicant must be able to provide a final written report within ten‑days following the completion of the evaluation.
If required, the applicant must be able to attend and provide testimony at DOE administrative review hearings as to the clinical evaluation/assessment of the individual.
The applicant must be able to utilize a Department of Energy email account.
MINIMUM QUALIFICATIONS
Must be a U.S. citizen and possess an active Q or TS security clearance. The candidate’s written consent to conduct a background check for the purposes of maintaining a security clearance will be required as a condition of employment.
Must be a Board‑certified psychiatrist and/or licensed clinical psychologist in the state of Maryland.
Must possess and maintain all required professional liability insurance or other insurance mandated by Maryland state law or any other applicable laws governing insurance requirements for psychiatric and/or psychological services. Evidence of insurability must be provided to the Government as required by FAR 52.237‑7, Indemnification and Medical Liability Insurance.
Must have 50% of their general practice devoted to treating individuals who had or have substance abuse problems.
Applicant must have experience testifying at administrative or criminal proceedings.
Certain positions requiring a security clearance may require the periodic successful completion of a counterintelligence‑scope polygraph examination.
Ongoing reviews and tests for the absence of any illegal substances may be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.
PREFERRED QUALIFICATIONS
Experience in the DOE/NNSA complex.
Experience using Microsoft SharePoint.

This position is part‑time and remote.
